ISLAMABAD - The incumbent President of International Islamic University (IIUI) is reportedly running from pillar to post to get ratification of allegedly increased salary worth half a million rupees from the Board of Governors (BoG) forthcoming meeting scheduled for Monday (December 6). According to the agenda and working papers for the 65th meeting of the BoG, enhancement of salary of Dr Anwar Hussain Siddiqui, President, IIUI on the basis of announcement by the Government of Pakistan has been included. Surprisingly, Dearness Allowances at 15 per cent of pay w.e.f July 1, 2006 (admissible w.e.f July 1, 2007), Ph.D allowances at Rs5,000 per month w.e.f May 18, 2007, increase of pay at 20 per cent w.e.f July 1, 2008 and Ad hoc Relief Allowance at 50 per cent of pay w.e.f July 1, 2010 has been included in application to get approval from BoG. Sources in IIUI have informed that Dr Anwar Siddiqui, President of IIUI, Islamabad with the cooperation of Vice President (Administration & Finance) Mrs. Parveen Qadir Agha and Additional Director (Finance) Khursheed Alam Khan had drawn Rs3,919,160/- (Rs3.919 million) extra with his salary by receiving unlawful allowances and enhancements in salary without approval of Board of Governors (BoG), which was an act of gross irregularity, misconduct and financial embezzlement liable to be disciplinary action under Efficiency and Discipline Rules against the above named persons. According to sources, in accordance with the above terms and conditions, after addition of Rs24,000/- on account of three increments @ Rs8,000/- in the fourth year of his tenure, his consolidated salary should be Rs224,000 per month but his current salary slip shows that he is drawing Rs475,880 per month instead of Rs224,000 per month, which is more than double of his approved salary. This enhanced salary has also increased the impact on contribution to C.P. Fund paid by the university from Rs17,472 to Rs26,308, which makes his total emoluments to Rs502,188 per month instead of Rs241,472 per month, therefore, he is being paid an extra amount of Rs260,716 per month with his salary, which, to say the least, is an embezzlement and damage to the university exchequer. Sources further alleged, there were more than one hundred employees in IIU who have been employed on contract basis with consolidated pay but none of them receives any allowance like Dearness Allowance, Ad hoc Relief Allowance-2009, Ad hoc Allowance-2010 and Qualification Allowance. If such allowances are admissible to Dr Anwar Hussain Siddiqui, why not they are allowed to other employees on consolidated pay contract, this is a clear act of discrimination, sources deplored. Not single employee on contract appointment with consolidated pay is paid any of such allowances, sources added. They were of the view that first of all, he is not entitled to draw any allowance with his consolidated salary. All allowances are paid to employees as per centage of the basic pay but in his case every time his consolidated salary was used as basic bay. All employees are paid Adhoc Allowance- 2010 at 50% of their basic pay but Dr Anwar Siddiqui is being paid 50 per cent of his consolidated pay. Documents available with The Nation revealed that the Board of Trustees appointed Dr. Anwar Hussain Siddiqui as President of IIU in its 9th meeting held on 27-12-2006 for a term of four years, the decision was notified vides notification No. Estab. (IV) 3(8)/2006-IIU-979 dated 29-12-2006 and he assumed the charge of the office of the President, on the same day as notified vide notification No. Estab. (IV) 3(8)/2006-IIU-827 dated 05-01-2007 which is about to finish on 28-12-2010. Documents further revealed that as per office Order No. Eastab.8 (534)/2007-IIU-897 dated 07-02-2007, the Board of Trustees in its meeting held on 27-12-2006, delegated the authority to approve the terms and conditions of his appointment to the Board of Governors. The BoG in its 54th meeting held on 03-02-2007 decided to extend the following terms and conditions to Dr. Anwar Hussain Siddiqui, President, IIU , for tenure of four years w.e.f. 29-12-2006 vides office order No. Eastab.8 (534)/2007-IIU-897 dated 07-02-2007. The officer will draw a consolidated salary of Rs 200,000 (Rupees two lac only) per month inclusive of all allowances. He will also receive an annual increment of Rs 8,000 on completion of every year. The officer will be given a chauffer driven staff car; telephones at office and residence and a cell phone upto a limit of Rs. 5,000/- per month and free utilities He will be allowed free out-door/indoor medical treatment facilities for himself, his wife and dependent daughter. In all other matters not specified above, his services will be governed under the IIU Ordinance-1985, the Statutes, the Rules and Regulations in force in the University from time to time. A very top official of IIUI while talking with The Nation on anonymity said that enhancement in salary was a self-initiative of the alleged officer and no approval in this regard had been taken from BoG till date. Now if BoG did not approve his enhancement in salary then all drawn amount would be retrieved. It is relevant to mention that clear act of discrimination was committed in the said Dr Anwar Siddiquis case as there were more than one hundred employees on contract basis with consolidated pay who were given any allowance like Dearness Allowance, Ad hoc Relief Allowance-2009, Ad hoc Allowance-2010 and Qualification Allowance.
