Minister vows to make PSQCA result-oriented organisation

ISLAMABAD -  Federal Minister for Science and Technology Rana Tanveer Hussain vowed on Wednesday to make Pakistan Standard and Quality Control Authority (PSQCA) proficient and result-oriented organisation.

While chairing a meeting at his office, which was called to assess overall performance of Authority, Hussain said that PSQCA is an important arm of the ministry to ensure quality and standard of different food items being produced and processed in the different regions of the country, therefore we are committed to make it more proficient and result oriented organisation.

PSQCA Director General informed the meeting that the authority has seized 289 different units, including 144 of bottled water, which were found substandard and unhygienic. He said that authority has issued 465 new licenses to the manufacturers in the current year and a proposal for Issuance of Foreign Manufacturing license will be submitted for the approval in the next Board of Directors meeting.

Federal minister directed the PSQCA’s regional directors to submit their progress report with details of the actions taken in their respective areas to the ministry on fortnightly basis. He also told to launch an effective media campaign to highlight the quality issues for the awareness of the general public.

Hussain was once again given portfolio of Ministry of Science and technology last month. As soon as Hussain was given additional charge - Minister of State for Science and Technology Mir Dostain Khan Domki resigned. In his resignation letter pointing towards appointment of Rana tanveer Hussain, he alleged that appointing a federal minister is an attempt to stop his struggle against corruption.

Domki said that on numerous complaints from general public about corruption and mismanagement in the ministry an inquiry was ordered, and the corruption charges against the National Testing Service (NTS), Comsats and PSQCA were under investigated.

In his resignation, Domki explained that he was probing the charges of corruption and money laundering in NTS, while Comsats was being investigated for mismanagement and corruption and PSQA for the irregular appointment of a non-eligible person as the director general.

It is pertinent to mention that Ministry ‘Babus’ level corruption charges on Domki, claiming he has been asking for files, he is not entitled to sign, being a junior minister (state minister).

Ministry of Science and Technology has been under strict criticism for not performing its job since decades. The latest wave of criticism started when Ministry initiated move to turn the Pakistan Council of Renewable Energy Technologies (PCRET)” into an autonomous body. In the proposal, the ministry said since the Council failed to perform during one and half decades, it must be made autonomous.

During the standing Committee meetings, the parliamentarians raised that if some official was not performing why Ministry did not initiate cases under service act and it is the incompetence of Ministry that it failed to supervise PCRET like other departments falling under its ambit.

There are more than one dozen specialized organizations working under Ministry of Science and technology.

COMSATS (CIIT), National Institute of Electronics (NIE), National Institute of Oceanography (NIO), National University of Science and Technology (NUST), Pakistan Council for Renewable Energy Technologies (PCRET), Pakistan Council for Science and Technology (PCST), Pakistan Council of Research in Water Resources (PCRWR), Pakistan Council of Scientific and Industrial Research (PCSIR), Pakistan Engineering Council (PEC),Pakistan National Accreditation Council (PNAC), Pakistan Science Foundation (PSF), Pakistan Standards And Quality Control Authority (PSQCA), and STEDEC Technology Commercialization Corporation of Pakistan (Private) Limited fall under the domain of Ministry of Science and technology.
