Several new positions created in CDA

I Chairman CDA says the move was part of steps aimed at better service delivery

Islamabad-Mayor of Islamabad and Chairman Capital Development Authority Sheikh Anser Aziz said on Monday that in order to strengthen the authority administratively, consolidated steps had been taken and for the first time, the policy of right man at right the place had been enforced.

He said that the said step not only improved service delivery of the CDA but also encouraged and boosted morale of the employees earning good name for the authority. In order to strengthen the authority in line with modern standards, some new administrative posts have been created which will not help early redress public complaints but will also accelerate the process of promotion of the officers, the mayor said.

In this connection, the Human Resources Department issued a notification according to which two posts of Director General (BPS-20) have been created which will be filled by promoting CDA officers. The deputy DGs, senior directors and directors of BPS-19 having 17 years of experience in case of appointment in BPS-17 and 12 years of experience in case of direct appointment in BPS-18 will be eligible for the posts.

Similarly, another notification has also been issued under which a new position of Director Estate Management-I (West) has been created.  The deputy directors in BPS-18 (executive cadre), who have three years of experience in BPS-18, will be promoted to the newly-created position while the post will be filled initially by a candidate having second-class masters degree in Public or Business Administration or Administration Sciences, having at least 12 years of experience in BPS-17 and above.

Another notification regarding creation of three posts of deputy directors including Deputy Director Estate Management-I (West), Deputy Director One-Window Operations and Deputy Director Land (Litigation) have also been issued. Posts of Deputy Director Estate Management-I (West) and Deputy Director One-Window Operations would be filled 67 percent by promotion while 33 percent initial appointment.

The assistant directors in BPS-17 (executive cadre) having five years of experience would be eligible for promotion to these positions while in case of initial recruitment, the posts would be filled by a candidate having second class masters degree in Public or Business Administration or Administration Sciences, having at least five years of experience in BPS-17 or equivalent.

The post of Deputy Director Land (Litigation) would be filled 67 per cent by promotion and 33 per cent by initial appointment.  The assistant directors in BPS-17 having five years experience would be promoted to this post which would be initially filled by a candidate having a second class masters degree in Public or Business Administration or Administration Sciences or LLB, having five years of experience as legal practitioner, preferably in acquisition of land, labour court and labour administration. One post of Assistant Director (Transport) was also created to be filled purely by promoting existing CDA officers. Transport Officer (BPS-16) having five years experience would be eligible for promotion to this post.

Similarly, post of Estate Management Officer has been created which would be filled 75 per cent by promotion and 25 per cent by initial appointment. Assistants and naib tehsildars working in scale 14, 15 or 16 would be eligible for promotion to this post.
