ISLAMABAD- The Faisal Avenue Flyover can be opened for traffic by February 28 if the CDA releases payments overdue since May 2008, the contractor told Chairman CDA on the latter's visit to the project's site. CDA Chairman Tariq Mehmood Khan Monday visited the site to see whether the contractor was able to keep his word on the completion of the project by March 23, the latest deadline given by the authority for opening the flyover for traffic. However, the contractor told the CDA boss that it was not inability on his part but CDA's failure to pay overdue amounts that caused delay in timely completion of the project. A representative of the M/s Matracon, the contractor, while briefing the CDA chief about the project informed that over 90 percent of the physical work had been completed and the flyover could be opened by the end of the month if CDA were able to release the required payments. "So far we have been paid Rs800 million out of the project cost of Rs 1060 million while CDA still have to pay Rs 260 million", the representative said. He informed that 18 out of the 22 slabs have been placed on the girders while access ramps have also been completed. He called for ensuring early release of the remaining Rs260 million so that the project could be completed even before March 23. Chairman CDA, however, didn't agree to the contractor's excuse for the possible delay beyond March 23, maintaining that 95 percent of the PC-1 cost of the project had already been paid while, he said, the remaining amount counted for peripheral works. Tariq told the contractor that he would not tolerate further delay in opening of the flyover. He also asked the contractor to open, at least, one carriageway of the flyover as soon as possible. Later, while talking to media persons, CDA chairman said that the contractor had undertaken only 40 percent of the physical work when he first visited the project in October 2008 after resuming charge as CDA top boss. "Now, after four months, the project is nearly completion," he said. In response to a query, he said there was no financial crunch at CDA and it was capable of timely releasing funds to all the mega projects in the city. He also informed that more mega projects would be launched soon.
