KARACHI - The Sindh government has allocated Rs39 .65 million for the security and maintenance of public order in the budget 2011-12.The total security budget comprises Rs30.478 billion for police, budgetary allocations for Law and Justice, Home Department, Sindh Rangers and jails. As per the documents, the provincial government has allocated a total of Rs30.478b for police. The document showed that last year Rs29.688b were allocated for police. The govt has announced financial autonomy at the police station level in the next financial year. In order to improve the condition of police stations, eliminate extortion, “thana” culture and enhance accountability and responsibility for better law and order situation and relief for the public, the Finance Department in consultation with the Sindh Police has decided to create new cost centre/DDO at police stations so that they could become financially autonomous for utilisation of operational funds, Sindh Finance Minister Syed Murad Ali Shah said in his budget speech.  He added that this would not add any financial burden to the public exchequer; but would rather place establishment and operational funds at the disposal of the station house officer or SDPO for their proper utilisation. In budget 2011-12, 41 new cost centers/DDOs would be created in the first phase while in the next phase, all 692 offices of sub-divisional police officers and police stations in Sindh would be provided separate budget by splitting the existing cost centers. This initiative will place funds for establishment, POL products, repair & maintenance, uniform, feeding charges, drugs and medicine and purchase of stationery at the disposal of police stations.
