Govt admits failure to stem human trade

ISLAMABAD - Minister for Interior Rehman Malik admitted on Monday that they remained unable to fully control the menace of human trafficking, however, efforts are underway to handle it. We are making all-out efforts to control the menace of human trafficking issue as measures are being taken in these regard, the minister told the National Assembly during the question-hour. He said that human trafficking information system had been established in FIA and interlinked with zonal offices. However, as per report received there from the system is not working properly at the FIA Karachi and Peshawar. He said that number of human traffickers arrested during the year 2009 were in 1755 and 1779 in 2010. FIA has taken a stern action against human traffickers as 26 most wanted traffickers were arrested in 2009 and 16 in 2010, he added. Rehman Malik said that illegal trafficking was being done through different routes and we remained unable to completely handle it. On the Prime Ministers recent visit to Afghanistan, the minister said, the issue had come under discussion there. He said that a task force comprising Coast Guard, local police, FIA and FC has been constituted to monitor the border areas. He said that the situation world over has been changed and people should avoid going abroad through unfair means, adding that unemployment was main reason of human trafficking. He said that that Torkham border was a main route used by illegal migrants as around 40,000 passengers pass through this border without logging in and out. Pakistan and Afghanistan have not reached any agreement in this regard. To another question, he said that security forces would be deployed on Parachinar road within 48 hours. He said that this security force would patrol with traffic. To another question, he said that as many as 83,679 arm licences were issued from February 2008 till date out of 92542 applications submitted in Federal Interior Ministry for non-prohibited bore (NPB). He said that there was no licence pending with the Ministry adding as Nadra has developed a state-of-the-art highly secure arm licence management system. To a question about misuse of Blasphemy law, he said that these laws were introdauced in Pakistan Penal Code (PPC) under section 295-13 in 1982 through a presidential ordinance, which was latter given constitutional protection through act of parliament in 1986. He said that the sentence was carried out only when the convict has exhausted all rights of appeal provided by law. To another question, he said that it was a sensitive issue. I dont want the nation to divide on it, he said adding that he would not speak much on it. It may be mentioned here that proceedings of the House had started around one hour late from its scheduled time and later during the question-hour session due to absence of Minister for Finance, Revenue Dr Abdul Hafeez Sheikh to answer his questions the House witnessed around 15 minutes debate on it. MNA Barjees Tahir said that the House was not being taken seriously as the concerned minister was not in the House to answer the questions. Supporting him, Khwaja Saad Rafique and Doniya Aziz also strongly criticized the absence of the minister and said questions if not answered normally lapse and not raised again in the House. On it, Deputy Speaker Faisal Karim Kundi remarked that questions were not lapsed as the same were to be taken on next rotta day.
