ISLAMABAD (APP) - Train service suspended due to derailment of goods train near Nawabshah, has not been completely resumed from Karachi even after collapse of many days. The situation has led to multiplication of sufferings and miseries to passengers staying at Karachi Cantt Station and have been waiting there for many hours for the resumption of the train service, Geo News reported. Meanwhile, Muhammad Ishfaq Khattak took over as new General Manager (Operation) Pakistan Railways. Having an experience of 33 years in railway operation, Ishfaq Khattak has been appointed as GM Railway in place of Saeed Akhtar who has been appointed as Federal Inspector of Railways. Khattak started his professional career in public service in 1977 and joined the 4th Common Training Course at the Civil Services Academy, Lahore, where he was allocated the Transportation and Commercial Group of Pakistan Railways. Rising through the hierarchy, he has worked on different field and staff positions in Pakistan Railway at Karachi, Lahore, Rawalpindi, Islamabad and Peshawar and in the process gained diverse work experience in the field of statecraft, public policy, governance, marketing, commerce, human resource management etc. Besides working as Principal Staff Officer to then Minister for Interior and Narcotics Control, he has also worked as Liaison Officer to five different Federal Ministers for Railways, Communications, Health and Population Welfare. Currently he was working as Directing Staff (Faculty Member) at the National Management College, an integral unit of the National School of Public Policy (NSPP), Lahore. The College organizes a mandatory twenty two (22) week intensive training course for senior government officials of BS-20. As member of the faculty, he has imparted training in statecraft and public policy to hundreds senior civil servants of the federal and provincial governments. Prior to joining the NSPP, Lahore, he was the Managing Director of Pakistan Railways Advisory and Consultancy Services (PRACS), a public limited company of the Government of Pakistan. Under his stewardship, a public policy shift towards Public-Private Partnership was initiated as a result of which the firm took over loss making trains from the railway and successfully enhanced revenue generations by more than 70pc; refocusing on the client facilitation and improved service delivery. Home Delivery of reserved train tickets, on-line reservations, conversion of the firm to e-office, purchase of rail tickets through credit cards, providing affordable catering on trains to economy class passengers through Rail Cuisine, supply of mineral water on trains and stations through vending machine, etc. were some of the service delivery measures initiated by him during his short stay. His fields of interest are public policy and public service delivery, governance issues; inter departmental linkages and institutional mechanisms, strategic management, human resource development, private public partnerships etc. He also has an interest in heritage work. Besides restoring the Rawalpindi railway station (1884) to its original glory, he was instrumental in establishing a Railways Heritage Museum at Golra Sharif Station and operating a weekend steam-train for tourists, namely, Ghandarha Steam Safari. In recognition of his commitment to public service he has been awarded Tamgha-e-Imtiaz by the President of Pakistan. He also has a Presidential Commendation Certificate for furthering the cause of scouting in Pakistan. Khattak has a post graduate degree in Public Administration from Punjab University, Lahore and from the Kennedy School of Government, Harvard University, Cambridge, USA. He also holds a bachelor degree in law (LLB) from Karachi University.
