E-governance already launched, ED clarifies

ISLAMABAD  - The Establishment Division has clarified a news item published in The Nation on Wednesday last, in which it had been stated that the federal officers are themselves a hurdle in e-governance.
The division, in its clarification, said the project of e-filing/e-governance had been launched successfully and would be completed, in its entirety, in the next few months. “The Establishment Division, apart from the Ministry of IT & Telecom, is the first ministry/division to successfully launch this project. The willingness and motivation of the officers in launching this project has also been appreciated and highlighted by the minister for IT and telecom at a meeting recently held in the Establishment Division. In fact, the action plan of the Establishment Division for implementation of e-filing project has been adopted as a model for the rest of the ministries,” the clarification said.
“It is further clarified that the e-filing system has been initiated in the Establishment Division since March 2015 and 3,460 files have so far been shifted from hard/paper-based files to scanned/e-filing system. The said project has been launched in collaboration with NITB, under the Ministry of IT & Telecom whereby the movement of the files is strictly computer-based, involving no paper. Since its launch, a total of 1,223 files have been moved electronically amounting to 45 percent of the entire active files maintained in the Establishment Division. The rest of the scanning activity and movement of e-files will be completed in the next few months thereby shifting the entire file work of the division from paper-based to computer-based, thus increasing its efficiency, transparency and fairness in decision making. It is also added that each and every official and officer of the Establishment Division has undergone rigorous training on the use of the developed software for e-filing.”
“In addition to the above project, the Establishment Division is updating, compiling and managing the complete database of its officers (PAS, PSP, OMG and Secretariat Group) for better human resource management.
For this purpose, additional information of all officers, besides the information already available with the Establishment Division has been sought through their respective provincial governments and the ministries concerned,” it stated. “It is once again reiterated the report has tried to convey an impression that the officers are creating hurdles in implementation of e-filing as part of e-governance, which the Establishment Division vehemently denies,” concluded the clarification.
