ISLAMABAD - The Islamabad High Court (IHC) Thursday summoned former chairman Higher Education Commission (HEC) Dr Javed Leghari to appear before the court in a contempt of court petition for allegedly not complying with the court orders.
A single bench of IHC comprising Justice Noor-ul-Haq N Qureshi directed the former chairman HEC Dr Leghari to appear before the court and explain about non-implementation of a court order regarding the regularisation of services of HEC Director Academics Muhammad Anees Sadozai who had moved the contempt of court petition.
Justice Qureshii also directed the former chairman of the Commission to appear before the court on July 15 and clear his position over the issue of restoration of Sadozai.
During the last hearing on June 27, the incumbent chairman HEC Dr Mukhtar Ahmad appeared before the IHC and assured that the reinstatement of two terminated HEC employees would be done in accordance with the law but according to the petitioner matter remained unresolved.
The petitioner Muhammad Anees Sadozai, Director Academics HEC, had filed the contempt of court petition with the IHC and contended that the HEC has not implemented court orders regarding regularisation of his services and moreover they have stopped issuing his salary for the last three months.
The counsel for the petitioner informed the court that an IHC bench in March this year had directed the respondents to regularise services of the petitioner but they did not do so and later an IHC bench had also dismissed an Intra Court Appeal (ICA) of the HEC against the decision.
He further told the court that HEC under its previous chairman Javed Leghari had submitted an undertaking before the court for regularising services of the petitioner.
He said that not only the services were not regularised but in violation of court order the HEC terminated services of the petitioner on March 17, 2014.
The counsel informed the court that his client has been victimised and he was not allowed to enter his office and his phones were also disconnected.
Therefore, he prayed to the court to start contempt of court proceedings against the official for not complying with the court orders.
