President’s brother-in-law, Amin Fahim’s son unmoved

KARACHI - In compliance with the orders of the Election Commission of Pakistan, the caretaker Sindh government on Friday made a great shuffle in the provincial bureaucracy.
On the complaints of the opposition candidates in Sindh, the ECP two days ago sent a list of the 65 bureaucrats, instructing the provincial government to replace the chief secretary, additional home secretary, education and other provincial officers as well as the commissioners and deputy commissioners.
The Sindh government transferred 18 provincial secretaries and other officers occupying posts in the provincial departments, commissioners of Hyderabad, Mirpurkhas, Sukkur and Larkana divisions, besides replacing the deputy commissioners of 23 districts.
However, the education secretary, Fazulluah Pechoho, husband of President Asif Ali Zardari’s sister Dr Azra Pechoho, has not been transferred.
The secretary to the CM and other officials, who were supposed to close to the bigwigs of last government of PPP and MQM, are still holding their posts.
Contradicting the claims of posting the right person on the right post, the interim government has posted Makhdoom Shakeeluz Zaman, son of PPP leader Makhdoom Amin Fahim, as special secretary of the Local Government Department. 
The PML-F and other opposition parties while criticising the caretaker government said that the officers who were close to the PPP government were still occupying the important posts.
The Sindh government has ordered the transfers and postings of following officers with immediate effect.
Shahzar Shamoon, senior member of Board of Revenue Department has been transferred and posted as the Enquiries and Anti-Corruption Establishment chairman.
Additional Chief Secretary Home Department Malik Asrar Hussain has been posted as senior member of the Board of Revenue.
Muhammad Waseem, secretary of Forest and Wildlife Department has been transferred and posted as the additional chief secretary of the Home Department.
Fazalur Rehman has been posted as the secretary of Forest and Wildlife Department.
Seema Najeeb has been posted as the Women Development Department secretary.
Muhammad Farooq Leghari has been posted as secretary of the Energy Department.
Dr Atta Muhammad Panhwar has been posted as the secretary of Livestock and Fisheries Department.
Muhammad Waseem Ursani has been posted as the Excise and Taxation Department secretary.
Muhammad Rashid has been appointed as the Sindh Services Academy director general.
Pervez Ahmed Junejo has been posted as the Katchi Abadies Department secretary, replacing Makhdoom Shakeeluz Zaman who was appointed as the Local Government Department Special Secretary.
Former Local Government Department secretary Nazeer Hussain Jamali has been directed to report at the Services General Administration and Coordination Department.
In continuation of this department’s notification of even number on promotion to BS-20, Dr Iqbal Saeed Khan, an officer of PSS (BS-20), Member of the Chief Minister’s Inspection, Enquiries and Implementation Team has been transferred and posted on vacant post of the Director General of Gorakh Hill Authority.
In continuation of this department’s notification of even number on promotion to BS-20, Riaz Ahmed Memon, additional secretary (Judicial) of the Home Department, has been posted as the special finance secretary of the Excise and Taxation Department.
Janisar Ali Shah, Chief Minister’s Inspection and Enquiries Implementation Team director general, has been posted as the Flood Emergency Reconstruction project director.
Ali Dino Gahoti has been posted as the director general of Bureau of Statistics, Planning and Development department.
Muhammad Amin Mangrio has been appointed as the Sindh Public Safety Commission secretary.
Riaz Ahmed Memon, the project director of People’s Primary Health Care Initiatives has been posted as the Hyderabad Division commissioner.
Muhammad Misbah Tunio has been posted as the Sukkur division commissioner.
Saeed Ahmed Mangrio has been posted as the Mipurkhas commissioner.
Muhammad Nawaz Soho has been posted as the Hyderabad deputy commissioner replacing Agha Shah Nawaz, who has been posted as the Thatta DC.
Kashmore Additional Deputy Commissioner-1 Javed Sibghatullah Mahar has been posted as the Kandhkot deputy commissioner, while Kashmore DC Munwar Ali Mathiani has been appointed as the Sindh Ombudsman director.
Hyderabad ADC-1 Fareed Ahmed Junejo has been posted as Ghotki DC.
Mirza Uzair Ali has been asked to report in the S&GA department.
The notification states that Muzamil Hussain Halepota, Programme Director for the USAID Sindh Basic Education Programme has been transferred and posted as the Sukkur DC.
Muhammad Rafiue Qureshi, additional secretary (Staff) to the Sindh chief secretary has been posted as Badin DC.
Sajad Jamal Abro has been appointed as Jamshoro DC.
Asadullah Abro has been posted as the Larkana additional commissioner.
Other senior officials who have been transferred are: Abdul Waheed Shaikh, Mehdi Ali Shah, Akram Ali Khowaja, Sikandar Ali Khushk, Nadeem-ur-Rehman, Syed Ahmed Ali Shah, Muhammad Tahir Solangi, Qamar Raza Baloch, Shamshir Khan Bhutto, Nasir Abbas Soomro, Asif Ali Memon, Syed Noor Muhammad Shah, Dr Syed Azhar Hussain, Asif Ikram, Nadeemur Rehman, Agha Nasir Ali, Rasheed Ahmed Zardari, Umer Farooq Bullo, Capt (r) Anwarul Haq, Muhammad Tahir Sangi, Fayyaz Abbasi and Shahid Ali Leghari.
