ISTANBUL (APP) - Pakistan on Tuesday called for an international cooperative approach against terrorism through real-time intelligence-sharing and by addressing its root causes. Addressing the third Conference on Interaction and Confidence-building measures in Asia (CICA), Foreign Minister Shah Mehmood Qureshi stressed the need of two-pronged strategy to confront terrorism, as it remains the paramount security threat confronting the world today. He called for real time intelligence sharing, cooperation in law enforcement and mutual legal assistance as it would help bring the perpetrators of heinous crimes to justice. Qureshi also called for addressing the root causes being exploited by the terrorists to radicalise the youth, which include economic deprivations, political injustices, foreign occupation and denial of fundamental rights like the right to self-determination. He said Pakistan had remained at the forefront of the fight against terrorism. We have suffered enormous losses both human and material, which include more than 2,500 security personnel and 10,000 civilians. He mentioned the economic losses that exceeded US$ 40 billion, saying, We even lost our most charismatic and popular leader Mohtarma Benazir Bhutto to a terrorists bullet. Qureshi said, All this has not dented our resolve. If anything, it has led to a national consensus in Pakistan that we must root out terrorism from our territory and the region at large. We are determined to pursue the terrorists to the very end, Qureshi remarked. He said Pakistan was pursuing a 3Ds strategy - Dialogue, Development and Deterrence - to eradicate terrorism from its soil, adding that the law enforcement operations in Swat, South Waziristan, Bajaur, and Mohmand agencies had met great success. The foreign minister also mentioned the brazen use of force against a humanitarian mission trying to deliver humanitarian aid to besieged Palestinians in Gaza, saying it constituted a flagrant violation of international law. We strongly condemned the use of force against humanitarian flotilla. He said the tragic incident highlighted the urgency to find a just solution of the longstanding dispute. The establishment of an independent Palestinian state was essential to bring the Palestinians sufferings to an end and achieve a durable peace in Middle East. He mentioned the constructive meeting between the prime ministers of Pakistan and India on the sidelines of 14th Saarc Summit in Thimpu, Bhutan, during which they agreed to resume the stalled dialogue. Qureshi said Pakistan, like other CICA member countries, was deeply concerned on the continued instability in Afghanistan and it had been closely working with Turkey and other partner countries for peace, stability and re-construction in Afghanistan. We support President Hamid Karzais initiative of national reconciliation and re-integration. He said Pakistan had high stakes in peace and stability in Afghanistan, as it would facilitate an early return of 3.5 million Afghan refugees to their homeland with honour and dignity. The foreign minister said the Asian region was undergoing a defining transformation. We owe it to our future generations to make concerted efforts to create healthy, safe and secure societies, banish poverty and deprivation, and leave an ecologically sustainable planet through prudent use of water and other natural resources. He said CICA provided an excellent forum to discuss all these common challenges. He said a secure environment was indispensable for human, social and economic development and the foundation of stability, as durable peace among the nations and within the societies rested on socio-economic well-being, rule of law and equal opportunities for progress for all segments of society. Qureshi said economic cooperation at the regional and sub-regional levels was a key to achieving socio-economic development and by implication to ensure peace and stability in and between the countries. He said some parts of CICA region fall in the category of vulnerable regions in the context of climate change. The Central and South Asian regions, largely dependant on glacial and rain for their fresh water supplies, would be most affected by the global warming. He said the environmental assessment undertaken by own experts indicated Pakistan as the most susceptible to the adverse impact of climate change in the region. We must endeavour to benefit from respective strengths of CICA member states to overcome the challenges posed by global warming. Qureshi also mentioned Pakistans strategic location and said it placed it in an ideal position to act as the most convenient trade and energy corridor for the vital region and China. We have developed a deep sea port at Gwadar, which would be used as a trans-shipment port to facilitate trade with the Central Asian region and western parts of China. Qureshi conveyed, on the behalf of President Asif Ali Zardari, warm greetings and good wishes for Turkish President Abdullah Gul on assumption of the chairmanship of CICA. We are confident that under your able leadership, CICA will achieve further strength and emerge as an effective forum to enhance cooperation among Asian States and partners based on mutual respect. He also expressed appreciation to President Nursultan Nazarbayev for his bold initiative and untiring efforts to make CICA an important forum in such a short time besides achieving recognition. The foreign minister welcomed Vietnam and Iraq as full members and Bangladesh as an observer to the CICA fraternity. He said Pakistan was ready to play its part for a prosperous, peaceful and stable region.
