UNITED NATIONS - The UN Security Council will vote on a resolution to authorize a no-fly zone over Libya and stepped-up sanctions around 0330 PST Friday, according to an official announcement. The announcement came after prolonged closed-door consultations in the 15-member council on the draft resolution submitted by France, Britain and Lebanon that contains "expanded sanctions and opening the way for use of all necessary means to stop the military campaign by Muammar Qaddafi."
