Islamabad - Chairman National Accountability Bureau (NAB), Qamar Zaman Chaudry on Monday chaired a high-level meeting and approved the recommendations, which were prepared by the Prevention Committee, on public health engineering, W&S, irrigation, local government and rural development department, Khyber Pakhtunkhwa.
The mandate of the Prevention Committee was to educate and advise public authorities and holders of public office on measures to combat corruption and corrupt practices, examine the laws in force and also rules and regulations, code of conduct relating to PHE, W&S, irrigation and local government and rural development department, Khyber Pakhtunkhwa.
On the directions of Qamar Zaman Chaudhry, a Prevention Committee on Public Health Engineering (PHE), W&S, Irrigation, Local Govt and Rural Development Department, Khyber Pakhtunkhwa was constituted in pursuance of Section 33C of National Accountability Ordinance (NAO) 1999, comprising representatives of all stakeholders.
Director General NAB Khyber Pakhtunkhwa gave presentation on the recommendations of Prevention Committee in the areas i.e. assets declaration and analysis system, code of conduct, charter of duties/ responsibilities, establishment of website to make department approachable and public friendly, one window service for public and awareness through display of procedures and rules, recruitment and promotion policies, extensive use of IT for transparency to reduce the gap in rent seeking, revision of schedule rates, enlistment process of contractors, education and training on KPPPRA and provincial procurement rules and adherence, transparency in tendering process, external audit and setting of audit objections, redressal of grievance system, quality control and assurance in projects and standardization of quality procurement as per rules.
The first area in which the prevention committee gave its recommendations was about assets declaration and analysis. The committee recommended that all administrative secretaries should issue a certificate at the end of the financial year that officials have declared their assets.
The second area in which the Prevention Committee gave its recommendations is about code of conduct. It was recommended that chief secretary will monitor issues of conduct of employees of departments through a subcommittee comprising secretary establishment, secretary law and concerned secretary on quarterly basis.
The third area in which the Prevention Committee gave its recommendations is about charter of responsibilities. The fourth area in which the Prevention Committee gave its recommendations is about establishment of website to make department approachable and public friendly.
The fifth area in which the Prevention Committee gave its recommendations is about one window services for public awareness. The sixth area in which the Prevention Committee gave its recommendations is about Recruitment and Promotion Policies. The seventh area in which the Prevention Committee gave its recommendations is about extensive use of IT for transparency to reduce the gap in rent seeking. The eighth area in which the Prevention Committee gave its recommendations is about revision of scheduled of rates.
The ninth area in which the Prevention Committee gave its recommendations is about enlistment process of contractors. The tenth area in which the Prevention Committee gave its recommendations is about education and training on KPPPRA and Provincial Procurement Rules and Adherence.
The eleventh area in which the Prevention Committee gave its recommendations is about transparency in tendering process. The twelfth area in which the Prevention Committee gave its recommendations is about internal and external audit.
The thirteenth area in which the Prevention Committee gave its recommendations is about grievance redressal system. The Prevention Committee recommended that permanent computerized online complaints lodging system shall be established in each department, a coordination unit comprising of In-charge Chief Minister Complaint Cell and Additional Director NAB KP complaint cell shall be established for mutual assistance and sharing important complaints involving criminal material and monthly review meetings to be held in each Department to analyze the disposal of complaints.
The fourteenth area in which the Prevention Committee gave its recommendations is about quality control assurance in projects. The Prevention Committee recommended that laboratories for basic material tests at divisional level have already been established in C&W department. The fifteenth area in which the Prevention Committee gave its recommendations is about standardization of quality procurement. The Prevention Committee recommended that standardization of materials and products on the basis of standard specifications is already established at provincial level. However frequent meetings should be held in order to include new items in standardized list.
