Minus-N Senate raps Govt on power crisis, BISP

ISLAMABAD - The Chairman Senate on Monday, unlike previous days, smoothly conducted the proceedings of the House, only because of the absence of PML-N legislators, who at the meantime were busy in staging a sit-in in front of Presidency against what they call the bad governance of the government. However, senators belonging to government's allied parties including ANP, MQM and PML-Q talked at length about government's failure in devising any long- or short-term policies to cope with the persistent energy crises.Saeedul Hassan Mandokhel of PML-Q, who spoke first while talking part in the budget debate, said the government had ignored hard realities while preparing Finance Bill 2012-13. He said the government by pursuing Benazir Income Support Programme was preparing a class of beggars in the country."The allocations government has made for BISP for this fiscal year was enough to provide employment to one million unemployed youth," Mr Mandokhel said adding budget document failed to provide answers to depressive social indicators, increasing unemployment, falling domestic saving rate, deteriorating higher education and absence of affordable accommodation to masses.He said not only the government, which had done nothing over the period of time to resolve prevailing energy crises, but the Chief Minister Punjab Shahbaz Sharif also stood equally responsible for the crises by opposing Chaudhry Shujaat formula to overcome energy crises.Syed Tahir Hussain Mashhadi of MQM termed the budget 2012-13 as a document which would serve the interests of two percent of the ruling elite."Budget 2012-13 is of the elite, by the elite and for the elite," Mr Mashhadi observed adding finance bill stood fail to provide relief to general public.He was of the view that several promises like previous years have been made by the government through budget but the masses can’t live on hollow promises anymore. He said the economic policies of the government would give rise to inflation, poverty, unemployment and would strengthen status co in the country.He said government had not mentioned solutions to confronting challenges. No substantive cuts to unnecessary expenditures had been introduced by the government, while government had no plans to enhance its revenue as per provisions of budget document, which he said was only possible by imposing tax on feudal on agriculture income. He predicted that government would continue borrowing from banks in ongoing fiscal year like previous one where government's performance was deplorable. He said government had missed all economic targets and public debt has doubled.He said institutional corruption had become vogue and it is eating away very vitals of our society.Ilyas Bilour of ANP while opposing the idea of imposition of gas infrastructure development cess on CNG said it was amounted to exploit the poor. Appreciating by recounting some of the social work did by property tycoon Malik Riaz he called upon the government to nab powerful mafias who were responsible CNG and Petrol crises.He said despite global recession, the national economy performed reasonably, as it registered a growth of 3.7 per cent.He said there was a need to revisit import policy to safe precious foreign exchange reserves adding the government should impose non-tariff barriers on imports. Senators also called for immediate measures to keep in control the situation of troubled Balochistan province.Mudassir Sehr Kamran and Dr Saeeda Iqbal of PPP also highlighted the performance of government during past four and a half years.Later the House was adjourned to meet again till Tuesday at 5pm.
