Senators smell a rat in SECHS land purchase, sale

ISLAMABAD  - A special committee of the Senate has shown its serious reservations over the sale of land of Senate Employees Cooperative Housing Society (SECHS) at much lesser rates as compared to its purchase rate.
The committee that met on Monday under the chair of Senator Fateh Mohammad Husseni observed that land for the said housing society was purchased at the rate of Rs 1.6 million per kanal of land and then it was sold at the rate of Rs 0.15 million per kanal of land.
The panel has sought details from the management of the society within 10 days. Senator Zafar Ali Shah, a member of the committee, said that the society sold out 40 kanal of land for just Rs 6 million only. He said that land was costly as it was adjacent to national highway and the new land that was purchased was in a far-off village.
A former member of the society replied that land had neither been sold nor purchased rather a transfer of land was made with a party and the society got 125 kanal of land with the barter of 40 kanal of land. While Shah observed that the society sold the land that was apparent from the documents and if it was a case of transfer, then registration documents of the land should be provided to the Senate body.
Earlier, the members of the society while giving a briefing to the committee informed that the society had in its possession 1,133 kanal of land and out of the total land, 878 kanal of land was located in one patch of land. They said that CDA had approved a layout plan of 680 kanal in which 569 were residential plots while 425 members had made full payments.
The CDA official said that it had given conditional approval of the layout plan of 680 kanal in 2009, however the management of the society neither provided the mortgage documents nor supplied transfer deed as well as a report of department of environment protection. The committee instructed that all the required documents should be provided to CDA at the earliest.
The committee has summoned private builder and former management committee of the society in the next meeting, besides all the documents of the exchange of 40 kanal of land with 125 kanal. Besides others, deputy commissioner Islamabad, CDA officials and incumbent as well as former representatives of the management of the society participated in the meeting.
