CDA chief admits flaws in Master Plan

ISLAMABAD - Chairman Capital Development Authority (CDA) Imtiaz Inayat Elahi on Thursday confessed that cancer of corruption existed in the CDA, saying there were numerous flaws and errors in the Master Plan of the Capital. However, he showed severe reservations over the recent report of Transparency International (TI), which exposed the CDA as one of the corrupt institutions. He revealed that that ground realities were ignored while preparing the Master Plan for the Capital. To a query, Chairman CDA said that he had severe reservations to the recent report of the Transparency International, arguing that minor level corruption existed at almost every department. Due to my busy schedule I could not manage meeting with management of the said organization but I will talk to the officials of the Transparency International in this regard, he said. He said that Transparency International officials had analysed only two or three projects of the CDA but they could not succeed in removing errors in their survey, as their analysis was vague and debatable. Yes, minor corruption exists in the system but none can succeed in breaking a story of mega corruption of the Authority, he claimed. Addressing a special meeting regarding the Golden Jubilee Ceremony of CDA, he said that despite ups and downs, CDA achieved its desired goals successfully. He said that Islamabad was known as green city around the globe. He further said that due to prevailing law and order situation, Golden Jubilee Ceremony of CDA would be held on the limited scale. Responding to another question, Chairman CDA said that CDA deviated from the Master Plan, as numerous flaws existed in it. He said that keeping in view the changing realities top management of the Authority positively brought changes in the said plan adding that realising the prevailing financial crunch, CDA adopted a policy of austerity while spending the money form national exchequer.
