PTI violating agreement?

ISLAMABAD - Pakistan Tehreek-e-Insaf (PTI) will violate what administration calls a written agreement made prior to getting permission for holding a rally.
The Islamabad Capital Administration (ICTA) had granted no objection certificate to the PTI organizers for holding sit-in at Kashmir Highway after it had agreed “in black and white” that the participants of rally would not enter the Red Zone.
So none other than PTI chief Imran Khan on Monday was the first one who announced to violate this agreement by saying that they would enter the Red Zone on Tuesday. “I would lead you to enter the Red Zone,” Khan asked his charged his supporters on Monday evening.

A copy of the NOC issued to PTI from the office of Deputy Commissioner Islamabad/District Magistrate says,” Entry of the participants in Red Zone shall not be permitted.”
The Deputy Commissioner Islamabad Mujahid Sherdil in the NOC has said that it could be withdrawn at any time without any notice. It says that in case of any violation, the organizers would be proceeded against under the relevant law.
