EDO files petition challenging transfer

RAWALPINDI - Executive District Officer (EDO) Municipal Services Tuesday filed a writ petition in Lahore High Court (LHC) Rawalpindi bench challenging his transfer despite ban by the Election Commission of Pakistan (ECP) on transfer and postings till by-election in NA-55 constituency of the city. In his petition, the EDO (Municipal Services) Imtiaz Ahmed Malik made Chief Secretary Punjab, Secretary Local Governments and Commissioner Rawalpindi as respondents. The petitioner moved the court against his transfer from Rawalpindi, alleging that Punjab government had violated the ban imposed by the Election Commission on transfers and postings till by-election in NA 55. He maintained that the Election Commission had imposed a ban on any kind of transfers and postings in Rawalpindi after the schedule for NA-55 by-election was announced. The EDO stated that he had been serving as EDO in Rawalpindi since 2007 and his children had been studying in the schools in Islamabad, which made it difficult for him to move away from the city. He further argued that it was earlier in December that Punjab Chief Minister put a ban on transfers of employees of local governments and the ban is still in vogue and the provincial government has violated both the orders of Chief Minister and Election Commission. The petitioner prayed to the court to declare his transfer as without authority and restore him as the move was made with mala-fide intentions.
