Action against 'responsible' housing society stopped

ISLAMABAD - Instead of taking action against the management of Soan Garden Housing Society having allegedly sold out 491 kanals CDA land, the CDA Member concerned Board has stopped his staff from issuing show cause notice to the scheme management, documents available with TheNation reveal. The documents reveal that CDA officials dealing with the affairs of housing societies time and again draw attention of their boss regarding violations in the approved layout plan committed by management of the Soan Garden Housing Society. The relevant officials submit a draft show cause notice to their boss on February 9, 2009 for approval to be issued to the management of the said housing schemes, the record shows. However, instead of directing for taking action against the violators, the boss stops the relevant officials from issuing the show cause notice without his prior permission and asks for briefing him on the affairs of housing schemes operating in the federal capital as well as arranging a meeting with the management of the Soan Garden Housing Society. The documents further reveal that after holding meeting with the management of the mentioned housing society, the boss only directs for faxing the minutes of the meeting to the President of the Society and dumps issue without directing for taking any action against the management of the Society. The documents clearly show that the boss concerned is one or other way trying to protect the violators who have sold out CDAs land for billion of rupees. The record also shows that CDAs Directorate of Law (Opinion) had also recommended issuance of show cause notice to the management of the Soan Garden as well as referring the matter to the National Accountability Bureau (NAB) for further investigation. However, no due heed was paid to the recommendations of the Law Directorate. CDAs record further shows that the society has created 128 residential plots in the 59 kanals land allocated for graveyard and has sold out the same for nearly Rs 2 billion. A special magistrate deputed by the ICT Administration has also identified the said violation while a parliamentary committee has also recommended that NAB should probe these violations, the record further reveals. A member of the society informed on condition of anonymity that the societys management had sold out a total of 491 kanals land allotted for civic amenities. It is relevant to mention here that as per CDAs standards, 40 percent of the land approved for a housing society is allocated for civic amenities like schools, roads, parks, mosques and graveyards etc, which is transferred in the name of CDA and cannot be used for other purposes. However, the management of Soan Garden Housing Society reduced the size of the said civic facilities and converted the land into commercial and residential plots, the member said. He further informed that the Jamia Masjid of the Society was reduced to 2 kanals instead of the approved 11 kanals and rest of the land was converted into commercial plots. It is pertinent to mention here that concerned Member of CDA Board Tanvir Bukhari had pledged to this correspondent to refer the matter to FIA for further investigation but no such action was taken till filing of the story.
