Marked improvement in IDPs relief

ISLAMABAD - The frequent efforts on part of the United Nations regarding funding for Pakistan Humanitarian Response Plan (PHRP) seem to yield positive outcomes finally, with the problem of under-funding receiving active response from international donors. The recent figures available with this correspondent show that the percentage of funds collected, so far, has remarkably surged up to 61.6 percent from 44 percent, showing an evident increase of 17.6 percent Previously, the percentage of funds that UN collected for the rehabilitation of IDPs kept lingering between 33 percent to 44 percent, from May to July this year, out of net required funds of $542,423,333. The substantial surge in funds is seen as major breakthrough for the process of IDPs rehabilitation to gain momentum with the influx of funds. Currently, $ 334,397,838 or 61.6 percent have been collected, with the aid pledges by international community remaining up to $ 4,575,065. United States remains the largest contributor to PRHP contributing $124,845,586 or 37.3 percent. The United Arab Emirates stands to be the second largest donor contributing $ 30,000,000 or 9 percent. Pakistan, the third largest contributor, has allocated $ 25,542,000 for its indigenous crises that make 7.6 percent of the $ 542,423,333. Other leading donor states are Japan UK and Germany contributing $ 19,783,277 $ 19,104,930 and $ 14,826,550 respectively, with Australia ($11,772135) and Norway ($11,241,497) also standing among major donor countries. Apart from the countries, international organisations like European Commission (ECHO) and Central Emergency Response Fund (CERF) are the major financers towards IDPs besides private sector. European Commission has donated $ 18,284,107, it has also pledged $ 697,350 and CERF has contributed $ 17,540,251. The private sector consisting of individuals and business organisations has allocated $ 4,502,757 Moreover, Canada has pledged $ 867,303 and Sweden $ 2,479,908. Both the countries have already contributed $ 6,468,352 and $ 6,464,931 for IDPs respectively. The statistics further show that the allocation of earmarked funds by UN agencies, comprise $ 2,402,229 and unspecified donors contributed $ 1,972,494 for rehabilitation purposes. The consolidated appeal process that had started soon after the launch of military operation against the militants in North Western part of Pakistan in the start of May this year, faced the persisting problem of under-funding right from the beginning. The under-funding related issues also persisted in the first half of the ongoing month and some UN officials, during their background discussions with TheNation, saw little ray of hope regarding the speedy generation of funds for IDPs, but with the materialisation of aid pledges on part of donors and active efforts by UN to mobilise international community, things are heading towards better, the officials mentioned.
