ISLAMABAD - The Executive Board Meeting (EBM) of National Accountability Bureau (NAB) on Tuesdays decided to take no action against PPP senior leader Makhdoom Amin Faheem in a case regarding accumulation of assets on the basis of poor evidence and it has also approved to close inquiry against former Chairman CDA Kamran Lashari.
The EBM also decided to close the four inquiries. One against Kamran Lashari, Ex-Chairman CDA, second against Shahbuddin Saddi, Ex-Accountant Manager, ACU, BCCI, London and others, third against Dr Muhammad Azam Kasi, DG Live Stock Department, Balochistan and others and fourth against Muhammad Akhtar, GM Technical, NTDC, WAPDA (BS-20) and others due to lack of incriminating evidence.
The EBM decided no further action against Rustam Sidhava and others and Makhdoom Amin Fahim, MNA in a case regarding accumulation of assets beyond known sources of income due to lack of incriminating evidence.
The EBM of NAB was held under the chairmanship of Chairman NAB Qamar Zaman Chaudhry at NAB Headquarters and he reiterated his determination for eradication of corruption and corrupt practices throughout the country. The EBM took decision to file two corruption references. First reference approved against Asfand Yar Kakar, Ex-Minister Food Balochistan, Ali Bakhsh, Ex-Secretary Food, Balochistan, Muhammad Haseen Khan Afridi, District Food Controller and Abdul Wali Kakar, Ex-Director Food, Balochistan. In this case, the accused persons are alleged for embezzlement of Rs 292.878 million government wheat bags from PRCS Chaman and Pishin in District Kila Abdullah, Balochistan and second reference against Syed Mussarat Abbas, Additional Secretary, Senate Secretariat Islamabad and Ex-Vice President, Senate Secretariat Employees Cooperative Housing Society (SSECHS) Islamabad and others. In this case, the accused persons are alleged for misuse of authority, corruption and corrupt practices in illegal disbursement and misappropriation of Senate Secretariat Employees Cooperative Housing Society (SSECHS) funds.
NAB EBM decided to authorize an investigation against Dr Jameel ur Rehman, Ex-Head of Biochemistry Department KMC, Dr Nargis Parveen, Head of Physiology Department KMC, Dr Umar Ali Khan Ex-Project Director / Principal BMC and others. In this case the accused persons are alleged for purchase of laboratory kits at exorbitant rates and having short expiry periods for Bannu Medical College thus causing loss of Rs 15.68 million to the national exchequer.
The EBM decided to authorize nine inquiries. First inquiry was authorized against Manzoor Qadir, DG, Sindh Building Control Authority (SBCA) Karachi and others for corruption, corrupt practices and misuse of authority.
Second inquiry was authorized against Muhammad Saleem Malik, Chief Engineer, Irrigation Department and Others, Bhakkar. In this case, the accused person is alleged for corruption/ corrupt practices and awarding contracts without tendering and without advertising thus causing a loss of Rs 377.241 million to national exchequer. Third inquiry was authorized against Sajan Mallah (Retired Officer of BPS-20) of School Administration, presently posted as DEO / Acting Director Schools, Karachi. In this case, the accused person is alleged of regularizing the services of 140 persons against teaching and non-teaching posts. Fourth inquiry was authorized against Mahwash and Jahangir Siddiqui Foundation regarding the allegation of inside trading in Azgard Nine Limited shares and corrupt practices.
The Fifth inquiry was authorized against Dr Sohail Shahzad, Acting Vice Chancellor (VC) of Hazara University. In this case, the accused person made illegal recruitments including BP-17 and BS-18. Seventh inquiry was authorized against M/S Al-Abid Silk Mills Limited. In this case the accused persons were alleged for wilful loan default of Rs 347.26 Million of JS Bank Ltd. Another inquiry was authorized against Director General Walled City Lahore Authority (WCLA), Officials Walled City Lahore Authority (WCLA), Private Contractors and Others. In this case, the accused persons were alleged for favouring the contractor in award of contract worth Rs 70 Million as a single tender.
The eighth inquiry was authorized against Officers of NTC and M/s United Contractors (Pvt) Ltd, Lahore. In this case, the accused persons were alleged for awarding tender of Rs 153.771 million for construction of National Telecommunication Corporation (NTC) Regional office Building at Lahore to M/s United Engineers in violation of rule. The contractor used substandard material, submitted fake bills for payment and it was paid without proper verification causing loss of Rs 514.783 million to the national exchequer. Ninth inquiry was authorized against Agha Masood, Director General, Lyari Development Authority (LDA) and Najeeb Malik, Chief Engineer. In this case, appointment of alleged Agha Maqsood as DG, LDA is in violation of rules of LDA. The accused person is also alleged for accumulation of assets beyond known sources of income.
The EBM has also decided to re-authorize two inquiries. First inquiry was re-authorized against Gulzar Khan, sitting MNA and Ex Senior Member Board of Revenue (SMBR), KP on the allegations of Illegal allotment of 6000 Kanal Govt. Land in Dera Ismail Khan on lease thus causing a loss of approximately Rs 55.35 million. Second inquiry was re-authorized against Suheyl Umar, Ex-Director, Iqbal Academy Pakistan Lahore. In this case, the accused person is alleged for corruption, corrupt practices and misuse of authority.
The EBM also authorized a Complaint Verification (CV) for misuse of authority and appointment of Raziq Sanjrani, MD Saindak Metal Ltd (SML) in violation of Rules.
