Ministry to ensure 100pc enrollment at primary level

ISLAMABAD - Despite overcrowded classrooms, lack of furniture and transportation facilities and understaffed faculty, the Ministry of Education insisted the heads of schools and colleges to ensure 100 percent enrolment at the primary level within two years. Education Secretary Jehangir Bashar at a function titled "To Bring Out-of-School Children to Schools" Wednesday urged the heads of the schools and colleges to ensure maximum enrolment of children till August 15 and insisted on creating space for about 6,000 out of school children in the Capital. Federal Directorate of Education Director General Atique-ur-Rehman, principals of the 410 schools and colleges of the federal capital and officials of the ministry attended the event. Javed, 9, was also among the guest who has never been to school as he is the sole bread earner for his family. His father has been died and he supports his family by selling newspapers. The Secretary while emphasising for responsibility said, the head teachers should go door to door in their respective areas and accommodate the students according to their timings if they are unable to attend the classes in the morning due to their workload. The principals were not allowed to voice their concerns on the event and the officials merely insisted to give suggestions to increase enrolment and avoided to talk about the issues faced by them. He urged the principals to ensure the enrolment of every child at all cost and the admission should not be refused because of incomplete documentation. The performance of the schools would be judged by enrolment increase, dropout rate and the results. "Education is the prime responsibility of the government and the state in general. About six million children between the ages of five to seven have not been going to school and this is a failure on our part.  The right to education is a fundamental human right and we should be ashamed of ourselves that we are not doing anything for street children". Financial problems, boring getup of the classes and the complicated procedure of getting admissions are the main causes of low enrolment of the children at the primary level. He asked the teachers to make the atmosphere of the class interesting so that the students can enjoy studying. The Ministry in collaboration with the donor agencies would provide free notebooks, uniform, stationary and transport facility to the students to achieve the target with in two years in the capital. The Provinces have also been taken on board in this regard, he informed. Anjum Aqeel, Member of National Assembly, also spoke on the occasion. He suggested to appoint local teachers in schools situated in the rural areas, as the teachers from cities don't like staying in such schools and don't work dedicatedly.
