KARACHI - Sindh High Court on Monday issued notices to federal and provincial governments, Advocate General Sindh, Federal Interior Secretary, DG Rangers (Sindh), IGP Sindh, CCPO Karachi along with SHOs of 22 police stations of Karachi over a petition asking the apex court to take notice of ongoing target killing in the City. The initial hearing of the petition filed by Iqbal Kazmi Advocate was carried out by a bench comprising of Justice Musheer Alam and Justice Mohammad Ather Saeed. The constitutional petition was filed by a representative of Human Rights Commission South Asia (HRCSA), in which he submitted that at least 454 people were killed within six months in the ongoing wave of target killings. The petitioner has pleaded the court to take the notice of the negligence by the both government and law enforcement agencies towards spree of target killing in Karachi in recent months. The petitioner has also filed a list of 22 police stations in the court where most of the target killings have occurred. The petitioner has also pleaded the court to bound the government for taking action on the reports prepared by the intelligence agencies on the issue. The plaintiff also claimed that one of the coalition parties in Sindh has been victimising its rival political party by not allowing it to continue its political activities. He said that Muhajir Qaumi Movement-Haqiqi (MQM-H) was banned on the recommendations of one of the ruling party. However, this declaration has entirely disturbed their political activities as the entire metropolis was declared as No Go Areas for the banned party. Whereas, such action was totally illegal and unconstitutional. He also pointed out that there are a large number of prohibited and unlicensed weapons across the City, and operation must be conducted to recover such weapons. The respondents were made to Federal Interior Secretary, Sindh Chief Secretary, Director General Pakistan Rangers (Sindh), IG Sindh Police, CCPO Karachi, In-charges Investigation of Police Station (PS) Shah Faisal, PS Shah Faisal Colony, PS Awami Colony, PS Kokhrapar, PS Landhi, PS Orangi, PS Bilal Colony, PS Model Colony, PS Malir City, PS Saudabad, PS Nazimabad, PS Liaquatabad, PS Gulberg, PS Aziz Bhatti, PS Al Falah, PS Mominabad, PS New Karachi, PS Temoria, PS Korangi, PS Jamshed Quarter, PS Gulistan-e-Johar, PS Sachal and PS Sharifabad. The target killings were reported within the jurisdictions of aforementioned police stations. He pleaded that entire record of the target killings to be produced before the court, while arrest of all the culprits involved in the killings should be ordered. He also prayed to provide protection to the citizens, abolish the 'No Go Area for the one victim political party, and to conduct operation against the illegal weapons across the metropolitan. Meanwhile, the same bench issued notice to federal government, governor State Bank, DG FIA and chairman Nadra over an application submitted by Haji Gull Ahmed for appointing Nazir of court to compensate the victims of money laundering case. The applicant submitted that the money of many overseas Pakistani have stuck to Khanani and Kalia Company that was functioning as a Commission agent, money laundering and Hawala. After the arrest of its directors, the victims could not get their money back. He added that the company was allegedly involved in scamming of over US$100 billion. He plead to appoint the Nazir to inspect the scandal and submit its report to the court, while all the other companies that were associated with Khanani and Kalia, should be taken into the custody of court as well as the properties of its NGOs, and their registration should be cancelled. Ahmed also prayed that more than 18,000 seized bank accounts should be handed over to the court, while after the verification of the accounts; the money should be handed over to victims.
