PPP, MQM resume talks on LG law

KARACHI - The ruling PPP and MQM on Tuesday resumed talks to formulate new law on local government system, which ended without significant achievement on the issue. With Sindh Chief Minister Syed Qaim Ali Shah in the chair, the leaders of the both the parties met at the CM Secretariat and discussed the issue for about two hours.  Local Government Minster Agha Siraj Durrani, Law Minister Muhammad Ayaz Soomro and other from the PPP, while Faisal Sabzwari and Wasay Jalil and others represented the MQM in the meeting.After the meeting, MQM leader Wasay Jalil told the media that they discussed clause-to-clause of drafts of each others’ proposals. The meeting, without striking any deal or reaching on consensus, decided to continue the consultation process on the local government system. They decided that the core committee of both the parties will again meet on July 12 (tomorrow), to further deliberate on the draft proposal. The reason of not reaching on the consensus law is clear that the MQM wants more powers including police and land revenue, while the PPP is opposing the idea believed that the more powers to the local government deteriorate the system, suggesting only municipality services to the local governments/district governments.The fate of local government elections depends on the efforts of the PPP and MQM, when will they reach on the consensus law of local government. But the given circumstances do not offer any agreement among the two parties on the new law of the local government system in near future, analysts said.However, accepting the demand of the MQM to devolve important powers for district governments could not be ruled out as analysts opined that President Asif Ali Zardari may accept recommendations of its ally-MQM to complete the term of present government.
