Sindh minister opposes extension in LGs tenure

KARACHI - The Sindh government has formulated a plan to appoint administrators after the completion of Local Governments tenure in August this year. Ayaz Soomro, Provincial Minister for Law and Parliamentary Affairs disclosed this while talking to The Nation on Sunday. He said that there was no plan to extend the tenure of present local governments comprising on Districts/City/Tehsil/Town/Union governments. After completion of tenure of present local governments, the provincial government will appoint the Administrators to look after the daily basis government functions in District/City governments till the election and new set up come into existence. Law Minister made it clear that irrespective of political affiliation, the District Administrators will be appointed had a say in the area. The local governments system has increased corruption as no appropriate check and balance exists to monitor their irregularities, he alleged, adding that the so-called devolution of power introduced by former military ruler General Pervez Musharraf, was meant to prolong its rule. There was no any provincial government in favour for further extending the tenure of present District/City governments, Ayaz Soomro pointed out and maintained that the objective behind formation of District/City government was to further divide the areas among Sardars and feudal. It worth noting that the majority of Local governments-City/Districts/Tehsils are being governed by the Nazims of PML-Q and their allies in previous government. In Punjab and Sindh provinces, the majority of the district governments Nazims are PML-Q and PML-F backed while in provincial-capital Karachi and Hyderabad governments being governed by MQM. Similarly, in NWFP, the majority of the district governments Nazims are JUI-F backed, which is coalition partner of PPP in central government but, it chose to sit on opposition benches in the province. In Baluchistan, the majority of district governments are also being governed by JUI-F and PML-Q backed Nazims. When contacted by The Nation, Choudhary Qamar Zaman, who was recently transferred from Sindh to Punjab as Provincial Election Commissioner, said the preparation was in process to conduct the elections of local governments all over the country. He said that Election Commission was ready to hold local government elections but there was still much time in the expiry of tenure of these lower level governments system. Choudhary said that the tenure of local governments would expire in August while the elections could be held in October this year as at least 45 days are required to hold elections after expiry of tenure of LGs. The ruling parties were busy in formulating the amendments in local government ordinance as well as election commission rules, while election commission was ready to organize the elections at any time, he concluded.
