Sindh baboos averse to work in Capital

KARACHI - Sindh Chief Minister Syed Qaim Ali Shah has said that the majority of the officers in Sindh province are not willing to be appointed in Islamabad. Against the prescribed quota of Sindh's baboos in the federal government and only a few bureaucrats opt for joining the federal government. CM Sindh made it clear that the rare posting of bureaucrats on Sindh-based domicile in the ministries of federal government was not the fault of provincial government or Islamabad as officers in Sindh don't want to get posting in Islamabad and they prefer to live in Karachi or near to their homes in Sindh. Qaim Ali Shah disclosed this in the Sindh Assembly session on Thursday during question hour. Arif Mustafa Jatoi of National Peoples Party raised a question about the posting of Sindh-based grade 20 and above officers who have joined the federal government. Chief Minster Sindh Syed Qaim Ali Shah in his written reply informed the Assembly that according to Establishment Division's Annual Statistical Bulletin of Federal Government Employees 2006-07 the number of BPS-20 and above officers, domiciled in Sindh are presently working in the federal government is 180, out of them, 125 officers of grade 20, 45 officers of 21 and 10 officers were of 22 grade. Earlier, replying the supplementary questions raised by Marvi Rashdi of PML-F and other members, Minister for Law Muhammad Ayaz Soomro said that Sindh has been deprived of its due share in the posting of Provincial officers in federal government. The number of 180 officers from Sindh, serving in federal government was much less than actual share of province in Federal employees' quota, he said. To get rid of the sense of deprivation Minister Law said the Chief Minister and Chief Secretary of Sindh had already taken up the mater with federal government to get due share of province in federal bureaucracy. Earlier, Arif Mustafa quoting the list of sanctioned and domicile/gender-wise actual strength in respect of all categories of federal government employees of previous year said, out of actual posts filled in 97 of 22 grade, a meager number of 10 officers holding Sindh's domicile were working in federal government which becomes only 9 per cent while 71 officers holding Punjab's domicile and working in federal government constitute 64 per cent, much higher than its actual share in federal employees quota. Similarly, in 21 grade only 45 officers with Sindh domicile are working in federal government which constitutes only 7 per cent of total actual posts of 297 while Punjab was acquiring 57 per cent share in same grade of 21, Arif Jatoi said. However, Sindh has acquired share of 12 per cent (125 officers having Sindh domicile) in federal government against actual posts of 829 posts in 20 grade, he said. Jatoi pointed out that Sindh generates 80 per cent revenue of the country but it receives meager in return even less than its population share of 30 per cent. Provincial Law Minister Ayaz Soomro agreed with the statistics disclosed by Arif Jatoi in the Sindh Assembly and said the PPP government was trying its utmost to get due share in posting of bureaucrats in federal governments.
