KARACHI - In pursuance of Supreme Court’s orders for verification of steps taken to secure original board of revenue and lands allotted, the Sindh government on Monday constituted an inquiry commission.The commission will investigate the land allotment by the Provincial Board of Revenue Department during the last five years, conversion of 30 years lease into 99 years lease done during last five years, scrutinising entries in the record of Form-II and Form VII and measures taken by the Board of Revenue to computerise such entries.According to the notification issued by the Sindh Home Department, the government has appointed Justice (r) Zahid Kurban Alavi as Inquiry Commission to ascertain and furnish report on orders issued by the Supreme Court on November 26, 2012 in Karachi law and order suo moto case. Under the terms of reference, the inquiry commission will also make inquiry into verification of reconstruction of the record of rights of those Dehs, where revenue record was burnt at the time of assassination of Benazir Bhutto Shaheed.The Supreme Court in its order on November 26, 2012, sought the detail report of verification of steps taken to secure original revenue record after assassination of the Shaheed Benazir Bhutto. The inquiry commission will make inquiry into originality of revenue record kept with the concerned Mukhtiarkars and Assistant Commissioners/Assistant Collectors of First Grade and whether entries into such revenue record have been corrected and attested by the Mukhtiarkar and verified by the Assistant Commissioner, concerned as per law. The commission also make inquiry of verification of revenue records done by registers, village Form VII–A, Village Form VII-B and whether these have been got printed from the Security printing Press and supplied to concerned Mukhtiarkar and whether proper record of each register has been kept in provincial record cell established in the Board of Revenue Sindh, Hyderabad, besides the inquiry commission will look into verification of allotment of land made under the Colonization of Government Lands Act, 1912 and the statement of conditions issued there-under and grant of state land for non-agriculture purpose including amenity, flat site, incremental housing, residential, commercial and industrial purpose on lease upto 99 years under the statement of conditions notified for land Utilization Department vide its Notification No- 09- 294-03/ SO-I/ 336, dated 25.02.2006.It may be noted that the Supreme Court in its order had banned the leasing/allotment of land until the report and inquiry into the authenticity of revenue records which burnt in the violence acts after assassination of Shaheed Benazir Bhutto on December 27, 2007.It had been reported repeatedly that big forgery in revenue records have been done by the revenue officials.This news was published in The Nation newspaper.
