LAHORE - On the second day of its coming to power again, the Punjab government on Wednesday brought back previous incumbents as the Chief Secretary and the Provincial Police Officer, while carrying out more transfer-postings, which are aimed at bringing the February 24 status of the administration. Chief Minister Shahbaz Sharif has instructed all the administrative departments to revert all the transfer-posting orders made during the Governor Rule. However, the officers and officials will not be given Disturbance Allowance. With this, stints of both the CS Punjab Naguib Ullah Malik and the PPO Khawaja Khalid Farooq proved to be the shortest ones in the top administrative history of the province, who held these posts only for about 36 days when they both were replaced by the previous incumbents Javed Mahmood and Shaukat Javed as the CS and the PPO respectively. Both Naguib Ullah Malik and Khawaja Khalid Farooq have been relieved from their duties with the Punjab government, and directed to report the Establishment Division for further orders. Earlier during the day, both Naguib Ullah Malik and Khawaja Khalid Farooq also attended a meeting on the law and order with Chief Minister Punjab Shahbaz Sharif in the chair. Both Javed Mahmood and Shaukat Javed were also present in the meeting. The Khawaja briefed the attendees about the March 3 and 30 terrorist attacks in the city. According to a source, Shahbaz Sharif expressed his intense displeasure over the handling of the law and order situation, and averred that serious negligence was committed in the security arrangements by the administration and police in the incidents of attack on the Sri Lankan cricket team and Manawan Police Training Centre. After this, no room was left for both Malik and Khawaja for serving further in their capacities as heads of the administration and police respectively. Though, it was pre-decided that the previous team will be restored, these men were said to be reluctant to serve under the present political administration, said the source. Secretary Services and General Administration Department Yousuf Naseem Khokhar has also been replaced by Jallal Sikander Sultan Raja, who was serving in this capacity prior to the disqualification of Shahbaz Sharif. Most of the men, who served under the Governor Rule, are opting for not serving in the Punjab anymore, said the source, while quoting Taimur Azmat Osman and Yousuf Naseem Khokhar, whose services would be withdrawn by the Federal government, while the provincial government was in the mood of relieving them from the Punjab, though Taimur was posted as Member Board of Revenue on Tuesday. In order to bring back the February 24 status, the Board of Revenue with just one stroke of pen directed Tehsildars to report back to their pre-February 25 places, which has been done after cancelling the transfer-posting orders done after the removal of Shahbaz Sharif government. However, no such order was issued by other departments. Among prominent police cadre transfers, the City Police Officer Rawalpindi Captain (r) Anayat Ullah Farooq has been directed to report to the S&GAD for further orders. Regional Police Officer Rawalpindi Nasir Khan Durrani has been given additional charge of the CPO Rawalpindi. RPO Multan Akhtar Hassan Khan Gorchani has been also made Officer on Special Duty, while CPO Multan Saud Aziz has been given the additional charge of CPO Multan. Secondly, District Coordination Officer Jhang has been also made OSD, while Asad Islam Mani has been posted as DCO Jhang. There is a certain level of urgency prevalent among the administration, both civil and police, for doing better in the coming days, and especially when the top people want to fill the working gap of about six weeks, halted by Shahbaz Sharifs disqualification, said a senior officer.
