Law College Principal temporarily restored

LAHORE - A two-member bench of the Lahore High Court Wednesday temporarily restored Principal of Punjab University Law College Shazia Qureshi - recently married to Vice Chancellor Punjab University - to post after suspending the single-bench May 29 verdict that had ordered her removal. The bench comprising Justice Maulvi Anwar-ul-Haq and Justice Abdul Sattar Goraya also admitted the intra-court appeal for regular hearing and issued notice to Ammara Khawaja Advocate. The appellants, husband and wife, through their counsel contended that Ammara had never directly challenged Shaizas appointment before a single bench as she had only questioned refusal of her admission in LLM classes. Therefore a case of issuance of writ of Quo Warranto (under what authority she is holding the office) was not made out, the counsel argued. He further pleaded that it is an admitted fact that in the absence of professor or associate professor in the college, Shazia was the senior most teacher there and the VC had rightly exercised his powers under section 15(3) of the University of Punjab Act 1973 but the single bench overlooked this point. Rebutting the remarks made by single bench that her appointment was outcome of nepotism, the counsel said she was appointed as Incharge/principal of college much before their marriage. LHC Judge Hafiz Tariq Nasim had removed Shazia Qureshi from the post, adjudging that her appointment was the outcome of nepotism and in violation of rules. The VC had arbitrarily exercised his powers to promote nepotism, favouritism and non-transparency, says the judgment. The judge further said, Shazia is an assistant professor in the college, while according to the Punjab University Act 1973 and calendar, a principal should only be appointed by the syndicate on the VCs recommendation from amongst three senior most professors of the department.
