Notice to govt for awarding contract to French firm

LAHORE - The Lahore High Court issued notices yesterday to federal government, Wapda chairman and others in a petition filed against award of contract to a French company for “Refurbishment of Mangla Dam” in violation of law.
A citizen Ali Javed Dogar filed the petition through Advocate Sheraz Zaka and contended that contract to “Alstom Hydro”, a French company, was given illegally. He stated that the company was a subsidiary of a blacklisted French company Alstom SA, which had recently been indicted by a US Court for 770million dollar fine penalty.
The counsel stated that the contact of worth 10 billion rupees, involving public money could not be given to a company whose parent company was debarred or blacklisted in the light of different judgments. He prayed to the court to summon details of the contract and restrain the respondent authorities from awarding the contract to a company which was a subsidiary of a blacklisted company.
After hearing initial arguments, Justice Shams Mahmood Mirza sought replies from the respondents and adjourned further hearing for May 2.
Meanwhile the LHC summoned the counsel for assistant as to why Kh Ahmad Hassan was attending official meetings as mayor of Lahore when he was only election chairman of Union Council 107.
Zubair Khan Niazi of PTI had filed the petition through Advocate Sheraz Zaka and pointed out that Mr Hassan was only chairman of UC 107 but in what capacity he was attending officials meeting as mayor of Lahore. He said
He stated that it was violation the constitution and also burden on the public exchequer. He stated that Kh Hassaan was also enjoying perks and privileges of a mayor, which was illegal. He requested to restrain the Kh Hassaan from attending the official meetings. He also requested to call record of expenditures incurred on meetings of Kh Hassaan.
Verdict reserved on plea against MNA:The Lahore High Court reserved verdict yesterday on a petition against Election Commission of Pakistan to stop proceedings on a petition seeking disqualification of MNA Mian Javed Latif of PML-N.
A voter from his constituency NA- 133 (Sheikhupura-II and Old Sheikhupura III) had filed the petition alleging that he had fake graduation degree. He said he did not qualify Article 62 and 63 of the Constitution. He requested the court to declare him disqualified.
After hearing both sides, Justice Muhammad Khalid Mehmood Khan of the LHC reserved the verdict.
