LAHORE - The National Database & Registration Authority (NADRA) and National Disaster Management Authority (NDMA) received about two millions fake applications from the flood affectees to get Watan Card deceitfully, said a senior officer of NADRA on Wednesday. He said NDMA distributed Watan cards to 1.38 millions families whereas 3.2 million people had applied for the same but their applications were rejected as they could not prove their applications correct as per eligibility criterion set by NDMA. About Rs 26.31 billions were distributed among the flood affectees people and 97 per cent job of Watan Cards distribution had been completed, said sources in the NADRA. Estimated numbers of affectees was 1.6 millions by the NDMA but as per NADRA statistics rest of the application were fake or incorrect and those applications were referred to DCOs concerned for verification. The authorities distributed Rs 12 billions in the districts of Punjab, Rs 8.9 billions in Sindh, Rs 1.3 billions in Balochistan and Rs 3.7 in flood effected districts of Khyber Pakhtunkhwan. In Punjab 6,08,800 families were provided relief in shape of Watan Cards, but people even after getting the Watan Cards repeatedly tried to get again deceitfully that created hurdles in running the system. A senior officer of NADRA said such people caused delay in distribution of financial assistance to the affectees of the area. NADRA also launched a mobile SMS service in collaboration with the Pakistan Telecommunications Authority (PTA) to facilitate the flood-affected people to avoid any inconvenience to the genuine affectees. Through this service, people could check their names were included in the beneficiaries list of the Watan Card Project and also could lodge their complaints, if any. After President Asif Ali Zardari announced issuance of Watan Cards to provide a cash grant of Rs 20,000 to each flood-affected family, Nadra established centres in the districts where IDPs were staying. We have received complaints from people living in the same area that though one of them is included in the list of beneficiaries, the other is not, said the chairman NADRA. Validation and verification process was time consuming but necessary for the head of a flood-affected family to become entitled to get Watan Card, he added. He said each family head was required to get himself validated for the eligibility through his/her CNIC, to be verified for the registration before getting the cash card. We have to issue cards to each family head provided the system verifies his particulars, said NADRA officer. According to NADRA sources, people from those districts which were not affected also try their luck to get cards and when they gathered at registration centers the police had to use force to disperse them. Other issues pertain to addresses of those intending to get Watan Card.
