LHC moved for placing Wattoo's name on ECL

LAHORE - An application has been moved in the Lahore High Court to place the names of Federal Minister for Industries and Production Mian Manzoor Ahmad Wattoo and others on Exit Control List as the court had started contempt proceedings against them. The court will hear the application along with main contempt case on October 8. Abdul Quddus Mughal, a citizen, has filed this application saying that the court had already issued contempt notice to Wattoo and other and there is every likelihood that they might slipped to foreign countries to avoid court proceedings. He said contempt of court proceedings were of criminal nature therefore the respondents names might be put on ECL till the final decision of these contempt proceedings. A division bench comprising Chief Justice Khawaja Muhammad Sharif and Justice Ijaz Ahmad Chaudhry had issued contempt notices to Wattoo, Federal Commerce Secretary Salman Siddique, Punjab Chief Secretary Javed Mehmood, Pakistan Sugar Mills Association chairman Sikandar Hayat Khan and its Punjab chapter president Javed Kiyani. They are not complying with the order of fixing the price of sugar at Rs 40 per kg. The court had also directed them to explain why they had failed to implement the court order. The court also asked the respondents to explain why they should not be prosecuted for contempt of court. The petitioners counsel Shafqat Mehmood Chohan has submitted that instead of implementing the order the respondents started making derogatory remarks which amounted to contempt of court. He said that when the Lahore High Court chief justice had pronounced the order the Punjab chief secretary, who was present in the courtroom, had assured the court that its order would be complied with. The counsel said the chief secretary and other respondents had not only failed to get the order implemented but also joined hands with the sugar mills lobby. He pointed out that Wattoo had made derogatory remarks about the court order at meetings and media briefings.
