KC's BoG being reconstituted; govt to act as silent spectator

LAHORE - The Board of Governors of Kinnaird College for Women is being reconstituted by the already-entrenched in the comfy zone, who are said to be choosing their few friendly faces for the next term of three years, while the Punjab government is expected to act as a silent spectator and just a notification-issuing authority after the remnant-BoG has already enlisted the new members. The 20th meeting of the BoGs is being held on Monday (tomorrow) to discuss divergent issues, including the Boards reconstitution by including three more members - Head Fine Arts Department and (additional charge) Registrar KC Dr. Rukhsana David, President OAKS Mrs Neema Cheema and Chairman Archaeology Punjab University Dr Farzand Masih. Riding very high on the controversy ladder - considering his track-record - Vice-Chairman BoGs Eric Messy has requested the provincial Higher Education Department to formally notify the reconstitution of the Board before May 13 to facilitate continue and accelerate the ongoing process of recovery and the bold initiatives already taken by the Board and to avoid any legal or administrative problem, which seems to be an excise outlined in a certain haste. The quarters concerned have raised many questions about the reconstitution of the Board and the free run given to the Governors in deciding virtually every issue, while the rest, including the government with its three ex-officio members - secretaries Higher Education, Law and Finance Departments - virtually carrying no weight to influence the decision-making. As per sources, the existing BoGs, which is primarily being run by the incumbent Chairman Rev. Dr Alexander John Malik and Eric Messy, are holding the fort to perfection where almost no room is left for others to act 'differently. Moreover, the BoGs enjoys 'blanket permission either to induct new members and show exit door to any besides enjoying unbridled powers to initiate or endorse anything, while the government has the minimal powers. The Punjab Kinnaird College for Women Lahore Ordinance 2002 - part of Pervez Musharrafs Provisional Constitution (Amendment) Order 1999 - does not carry any provision about who can be the member BoGs. Being mala fide, this gives a huge room and power sans any restraints to the existing Board to bring in people of their choice though the Board on the face of it nominates those have certain qualifications, opined senior teacher of the College. She pointed out that in the existing list, Vice-Principal KCW Dr Nikhat Khan is also being retained as a member in the capacity of a representative of the College faculty despite the fact that she is part of the administration since 2008 and is also superannuating from government service in a few months. Rightly so, she was previously made member as a representative of the College faculty, but now she cannot be since she is the VP and also retiring from the government service. Besides this, the BoG-constituted Fact Finding Committee had recommended her removal from the post of Vice Principal, which had not been done for the reasons best known to the Board. The Chairman should have rather proposed names of some other senior and eligible teachers of the College for the next term of the BoGs, opined the teacher, pointing out that even the Secretary HED Ahad Khan Cheema had not so far raised a question regarding Dr Khans inclusion. The KCW Ordinance prescribes Two distinguished educationists or eminent persons to be nominated by the Governor for a period of three years, if not prematurely removed by the Governor, in his discretion. In a clear abuse of the authority by the concerned, this has not been done either. On the other hand, in the present BoGs, there are two members from Forman Christian College (a Chartered University) Lahore, that is, Dr. Peter Armacost (the Rector) and Dr. Christy Munir (the Vice Principal). It raises questions: Why two persons from the same institution? Why is not representation given to some other private institutions? It has further been learnt that Dr. Armacosts tenure as Rector is completing soon and thereafter he may be returning to the country of his origin USA. Why the Chairman is retaining Dr Armacost in the BoGs for next three years term? questioned the teacher, adding that the new induction of Dr. Rukhsana David - as a nominee of the KCW Association - in the BoGs has raised many eyebrows among the College faculty members since Dr David was recruited on contract about five years back, and a few months ago, she has completed her PhD from Lahore College Women University. This does not qualify her to be an eminent educationist nor does she have any administrative experience. However, it is foreseen that she will soon be replacing the incumbent Principal Dr. Bernadette L. Dean, predicted the concerned teacher. She also questioned Dr Davids services for the church and the Christian community. Moreover, out of total strength of 20 of the Board, 13 are from the Association of KCW. This overwhelming influence of Association in KCW matters renders representation of others, particularly from the government, meaningless and ineffective, as the BoGs draws its strength from the Association, said the teacher, while averring that the Association was said to be not fulfilling the statutory requirements of the Societies Registration Act 1860. There is also huge concern about the aging members BoGs and their working capacity. So far the Punjab government has constituted a tribunal and commission, which have not yielded desire results. The faculty members want Chief Minister Punjab Shahbaz Sharif to look into the factual affairs of the College at personal level, not depending exclusively on the 'reporting by a band of officers and take remedial measures urgently before it is too late to better the tarnished image of this prestigious institute of the past.
