‘Deputationists’ rule the roost in FIA


LAHORE – Influential ‘deputationists’ were holding the Federal Investigation Agency (FIA) hostage by sidelining the regular officers in sheer violation of the FIA Appointment Promotion and Transfer Rules 1975, sources in the agency confided to TheNation on Monday.
According to details, of the 35 ‘deputationists’ working in grade-14 to grade-19, 30 are serving in Lahore, including the head of FIA Punjab, Waqar Haider, who is additional director in grade-19.
It is worth mentioning here that Haider was posted as additional director, Anti-Corruption Circle (ACC), Lahore, on January 6, 2011. Only after three months of his service, he was given acting charge of the office of Director FIA.
According to FIA services rules, acting charge can only be given for three months and it is renewable only once, but Waqar is continuing in this position for more than two years for unknown reasons.
Riaz Hameed Chaudhary, additional director establishment in grade-19, posted at Zonal Office Lahore, belongs to the Punjab government and was posted in the FIA on deputation on August 20, 2011.
Jawad Ahmad Qureshi, additional director in grade-19, serving in NR3C, belongs to the Secretariat Group and was posted in the FIA on October 26, 2011. He also remained posted in the FIA from 2002 to 2009.
Babar Shafi, additional director monitoring Lahore in grade-19, belongs to the DMG Group and was posted in the FIA on deputation on April 18, 2012. Babar Sarfaraz Alpa, a grade-19 officer posted in CBC Circle Lahore, was posted in the FIA on deputation from Punjab Police on May 25, 2012.
Additional Director Waseem Anwar Bhinder, serving at FIA ATU Lahore in grade-18, came to the FIA on deputation from Nepra on February 8, 2011. Dr Naveed Atif, deputy director immigration Lahore in grade-18, belongs to Punjab Police and was posted in the FIA on deputation on June 1, 2012.
Syed Junaid Arshad, deputy director Zonal Office Lahore, is from Punjab Police and joined the FIA on deputation on June 5, 2012. Tanveer Hussain Kazmi, assistant director account in grade-17, serving at Zonal Office Lahore came to the FIA on deputation from the AGPR on October 20, 2009.
Nasir Jamil, acting deputy director in grade-17, serving at AHTC Lahore, is from Punjab Police and joined the FIA on deputation on December 31, 2009. Shoaib Zaman, assistant director in grade-17, serving at CTW Lahore, is from Punjab Police and joined the FIA on deputation on June 5, 2012.
Ehsan Ahmad Loother, assistant director in grade-17, serving at Multan, is from the Health and joined the FIA on October 14, 2011.
Ali Adnan Munawar, assistant director in grade-17, posted in the Immigration Wing, is basically from Information Department and joined the FIA on November 24, 2011.
Shoaib Saleem, assistant director in grade-17, serving at NR3C Lahore, is from the PWD and joined the FIA on deputation on December 9, 2011.
Muhammad Amir Raza, inspector legal in grade-16, posted at the ACC, FIA Lahore, belongs to Railway Police and joined the FIA on deputation on May 25, 2011. Tariq Maqsood, inspector in grade-16, posted at ACC Lahore, is from Punjab Police and joined the FIA on deputation on January 10, 2012.
Muhammad Asif Hanif, inspector in grade-16, AHTC Lahore, is from Punjab Police and joined the FIA on deputation on 24 May, 2010. Muhammad Naeem Virk, inspector in grade-16, posted at AHTC Lahore, is from Punjab Police and joined the FIA on deputation on December 4, 2010.

Jahangir Abrar Shah, inspector in grade-16, posted at AHTC Gujranwala, is from Intelligence Bureau and joined the FIA on deputation on February 12, 2012.
Haroon Zaman, inspector in grade-16, posted at Zonal Office Lahore, is from Evacuee Trust Property Board and joined the FIA on deputation on May 8, 2012.
Aftab Ahmad, inspector in grade-14, posted at AHTC FIA, is from Customs Department and joined the FIA on deputation on August 1, 2011. Bilal Nazeer, sub-inspector in grade 14, serving at AHTC Lahore, is from Excise Department and joined the FIA on deputation on October 6, 2011.
Irfan Mumtaz Mohota, inspector in grade-14, serving at AHTC Lahore, is from Customs Department and joined the FIA on deputation on February 2, 2012. Syed Ghazanfar Abbas, sub-inspector in grade-14, posted at AHTC FIA Gujranwala, is from Punjab Highways Department and joined the FIA on deputation on October 6, 2011.

Khalil Ahmed, sub-inspector in grade-14, serving at Immigration Wing Lahore, is from Intelligence Bureau and joined the FIA on deputation on May 9, 2012.
Shaukat Hussain, UDC in grade-9, posted in FIA Multan, is from National Assembly and joined the FIA on deputation in January 2012. Ghulam Muhammad, LDC, posted at Faisalabad, came from Utility Store Corporation and joined the FIA on deputation on March 8, 2012. Abdul Razzaq, constable in grade-5, serving at FIA Multan Office, is from Railway Police and joined the FIA on deputation in 2008.
It is worth mentioning here that as per article 6 of FIA Appointment, Promotion and Transfer Rules 1975, not less than 50 per cent of the posts in grades 16 to 18 shall be filled by promotion of officers serving in the Agency on regular basis: Provided that no suitable officers serving in the Agency on regular fixations, experience and length of service are available, the posts may be filled by transfer or direct appointment.
Interestingly, five senior officers serving on regular basis at the Lahore Office were posted as additional director administration only to accommodate ‘deputationists’. Rule 12 of the FIA Act 1975 deals with the hiring of officers from other departments.
As per rule 12, for the purposes of promotion, direct appointment and transfer, the posts in the FIA will be placed in the groups of Investigation, Accounts, Customs, Income Tax, Engineering and Legal. These groups may, for the smooth administration of the Agency and with the prior approval of the federal government, be added to or modified as may be considered appropriate by the FIA director general.
