Furore in PA over appointments

LAHORE - During the Assembly Question Hour on Thursday, the Parliamentary Secretary for Housing and Urban Development, Iqbal Ahmad Naagra faced a volley of criticism, both from the opposition and treasury benches for the alleged illegal recruitments made in the LDA and the vague answers given by him in response to members questions. In the middle of Question Hour, Opposition staged a token walk out from the Assembly in protest against Speakers attitude who did not allow them to ask supplementary questions from the parliamentary secretary. Interestingly, two female legislators from PPP and four from the PML-Q remained present in the House in violation of party discipline. The PPPs Parliamentary Leader in Punjab Assembly, Zulfiqar Gondal tried his best to persuade Sajida Mir and Riffat Sultana Dar to join the walk out, but both the ladies refused to oblige him. Similarly, Humaira Awais Shahid, Amna Ulfat, Seemal Kamran and Mohsin Leghari of PMLQ also decided not to join their opposition colleagues. In this way, they earned appreciation from members on the treasury benches who greeted them by thumbing desks. A question asked by M Navid Anjum of PML-N regarding alleged illegal appointments made in LDA-run schools, consumed most of the time reserved for the Question Hour. He was not satisfied with the answers given by the parliamentary secretary, and hence raised a number of supplementary questions. The PML-N legislator was of the view that 180 appointments made in LAD were illegal as rules had been violated in the recruitment process. He alleged that many candidates with higher qualification were not considered for these jobs. Naagra, on the other hand, failed to satisfy the House, as he would only read out the written answer repeatedly. As if he did not believe in seeking 'outside help, Naagra did not make use of the chits sent to him from the officials gallery to bail him out. Azma Zahid Bokhari of PPP also joined the PML-N legislator to grill Naagra for not providing appropriate answers. She pointed out that there was no mention of the domicile of selected candidates against their names in the written answer provided by the LDA. She questioned the legality of these appointments in the absence of domiciles, saying that an application without domicile is not entertained according to the rules. The parliamentary secretary, however, contended that these candidates had submitted their domicile certificates at the time of interview. He had no answer when she posed a counter question asking why the same had not been reflected in the written answer. Upon this, the Speaker directed Zafar Naagra to hold inquiry into the matter and present report in the House in the next session. After Chairs directions, Naagra said that no illegal appointment had been made during current tenure of the Chief Minister Punjab, Mian Shahbaz Sharif. Azma hurried to respond by saying that the worthy parliamentary secretary has announced his decision before conducting the inquiry.
