LAHORE - NAB Punjab claimed on Monday to have arrested an accused allegedly involved in embezzlement of Rs 600 million in Lahore Rail Mass Transit System project. The spokesman of the Bureau said that Afzal Gulzar was arrested on Monday from Lahore who is the one of the main accused of four accused including Muhammad Shamshad, Farah wife of Shamshad and Shahnawaz. It is to recalled that LRMTS was the project of Transport Department of Punjab govt and funded by Asian Development Bank started in the year 2007. The feasibility report was supposed to be prepared against the payment of Rs.one billion. NAB claimed that accused Shamshad and Shahnawaz were appointed in Transport Department and they during their posting prepared bogus bills through which they posed payment to international consultancy firm but in real sense amount of these bills was not paid to the said firm. The accused put the amount of Rs million in their own pockets. A senior officer of the NAB said that accused Shamshad transferred the amount and assets in the name of his brother Afazal and wife Farhat. He said that Shamshad started embezzling amount from July 2007. He said that Shamshad purchased about 11 to 12 bungalows 7 to 8 luxurious vehicles and other valuable property in the name of his brother and wife. He said that NAB had recovered the looted amount, seized immovable property and four vehicles from the accused. NAB officers said that names of the accused were put on Exit Control List (ECL) so that they could not flee from the country. They said that Shamshad himself was at large but now with the help of Afzal they would be able to trace the rest of the accused. NAB would also point out the involvement of the rest of the people of the Transport Department. An FIR has been registered against the accused in Anti-Corruption Establishment and NAB has traced the proof of Rs 400 million so far from the record of the department taken into custody while rest of the amount would be traced after the arrest of the accused. An officer of the NAB on the condition of not to be named said that Inspector General of Punjab Police never cooperated them to arrest the accused as it was also the issue of the Punjab govt. It worth mentioning here that NAB had published the names and photos of the accused in various leading national daily newspapers asking people to inform the Bureau about them.
