It has been reported that a total of Rs. 110 billion would be paid to NWFP government in the next eleven years in installments of Rs. 10 billion. The public ought to be informed about the basis of calculating the net hydel profit, which according to the constitution, has to be worked out after deducting the management expenses and depreciation charges. While WAPDA is in colossal loss, it is not understood how the poor department can afford to pay Rs. 110 billion as net profit of the Tarbela dam. It is common knowledge that out of Rs. 10 billion accrued to the NWFP, it would spend Rs. 6 billion annually on lift irrigation charges of Chashma Right Bank Canal as the land is at a higher level than the Canal and the water required costs Rs. 15000/- per acre to lift. If a canal of the kind of Right Bank Canal had been built on the Kalabagh dam, it would have saved Rs. 6 billion annually to NWFP as it would have been a gravity canal supplying water to D. I. Khan.
