M Khan Sial in his letter 'A cause for concern of May 29 has again misquoted the Water Accord by saying that 10 maf was agreed upon as the downstream water below Kotri. There was no such agreement and another study determined less than half that amount as sufficient to stop sea incursion provided it was distributed over the twelve months of the year. Much more than 10 maf flows below Kotri from June to August while the country suffers severe shortages during the remaining nine months and no water can be spared for the Indus delta. It is only the surplus water during the flood season that can be distributed over the twelve months by regulation through dams.
