It is always the prerogative of a ruling party to win bye-elections and local bodies elections. The reason is that in a poor country like ours the social, political and financial resources are all extremely limited and are concentrated in the hands of the few governing parties. Thus the electoral field already stands pre-rigged in favour of the rulers. That is why in our constitution, there is the provision to install a neutral interim government before holding general elections. However, the PPP government wants to hold local bodies elections now, just before the general elections, so that it will already have its local representatives in place at the time of general elections to influence the voters in favour of PPP and thus ensure a victory for the second term, a nightmarish scenario for the country. The Supreme Court of Pakistan, which is the only agency in the country safeguarding the fundamental interests of the people at the present moment, and is responsible for interpreting the constitution in its true spirit is requested to outlaw holding of local bodies elections on the eve of the general elections.SHAHID MUNIR, Muzaffargarh, September 3.
