The US Senator insists that 'riders' of the Bill show the 'conditionalities' laid between the US executive (US Secretary of State in this case) and the US legislature. They do not apply to Pakistan. This means the US executive would act as watchdog to see Pakistan implements the Bill in letter and spirit to enable the US administration to give it a 'clean bill of health' after every six months. In simple language, the US legislators have applied these 'conditions' on the US executive to oversee that Pakistan implements all the clauses enshrined in the KLB, thus, cleverly transmitting the 'conditionalities' on to Pakistan. -DR.
