Water woes

This is with reference to Muhammad Khan Sials letter on the caption (Nation 19th May). The author has forewarned about the dangers of constructing Wullar Barrage and 12 hydel projects on Kabul River in Afghanistan by India. If we do not construct KBD soon we would almost be legally barred from raising any issue regarding construction of hydro projects on Kabul River. Presently Pakistan has no reservoir on Kabul River as Warsak Dam has outlived its utility. Therefore our case in international water tribunal would be weak if we do not construct KBD to store the water of Kabul River. Mr. Sial is a strong opponent of KBD but has no insight of legal and technical matters of Kabul River and KBD. There is no water Treaty between Afghanistan and Pakistan like Indus Water Treaty with India. In order to safeguards our rights on Kabul River we must soon start constructing Kalabagh Dam instead of blaming India for our negligence. QASIM IQBAL KHAN, Lahore, May 21.
