Only Parliament has right to legislation

KHARIAN CANTT - Federal Information Minister Qamar Zaman Kaira on Saturday said that no institution other than the Parliament was competent to undertake legislation and it was nowhere in the Constitution that a separate mandate would have to be sought for introducing amendments.
Talking to media persons here, the Information Minister said that everybody honoured the judiciary but the public representatives should also be respected.
He said that even the laws whose implementation was ensured by the judiciary were enacted by the Parliament.
“A mistake of an individual should not be seen as a mistake of an entire institution,” Kaira said, asking whether ‘the (SC) building’ was razed following the judicial murder of (Zulfiqar Ali) Bhutto.
He said that while it was an undeniable fact that democracy remained incomplete in the absence of an independent judiciary, adding that it should also not be ignored that nothing remains without the presence of democratic institutions.
He was of the view that 800,000 to one million elected a lawmaker, adding that the lawmakers were not hand pick people and they deserved more honour than a judge as they were public representatives.
He pointed out that hundreds representatives of people restored the judiciary, restored the Constitution and they were tasked with drafting laws for the country. “Being elected representatives we need not to seek any other mandate because we have already been mandated,” he argued, adding that it displeased him when he read a news item published in newspaper. “With due respect, I may have objection to the judiciary decisions but has to obey them because it is my duty and will pay my duty,” he claimed.
He criticized Chaudhry Nisar and alleged that no good sentence or word could be expected from him, adding that he was a “Shahanshah” and had his own nature.
Responding to a question, he said that there was provision in the Constitution and the caretaker government would be established in the light of these provisions.
He said that according to the law no defaulter could take part in elections and it was not a new thing.
