ISLAMABAD: Chief Justice Iftikhar Mohammad Chaudhary taking notice of irregularities in advance payment to Naudero-II and Guddu projects has issued notices to Nepra, Wapda and Pepco chairmen. The CJ had taken suo moto notice on a news item appeared in an English daily. According Nepra declined to approve a fresh tariff for Naudero-II after discovering that the projects equipment belonged to Guddu rental power project, which had been dismantled illegally. Seeking fresh tariff for Naudero-II through a petition before Nepra, the Central Power Generation Co Ltd (CPGCL) said 14 per cent advance payment of US $11.28 million was made for the project in April 2010. It has been observed that the 14 per cent advance payment of $10.15 million was also paid for the same machines for Guddu rental power plant having a capacity of 110 MW, Nepra said, which revealed that NEPRA declined to approve tariff for Naudero-II after discovering that projects equipment belonged to Guddu Rental Power Project. During the pendency of Rental Power Project case in the court above disclosure has been made. Therefore the notices were issued to NEPRA through its chairman to appear and substantiate this news item with documentary proof. Similarly, notices were issued to WAPDA, PEPCO and to proprietors/owners of Central Power Generation Co Ltd (CPGCL) through NEPRA to appear and submit reply explaining its position. The court decided that the issue shall be taken up for hearing before commencement of the arguments of the main case of Rental Power Projects. A three-member bench comprising Chief Justice Iftikhar Muhammad Chaudhry, Justice Ghulam Rabbani and Justice Khalilur Rehman Ramday was hearing a suo motu case regarding RPPs and would resume hearing the case from December 6.
