Zardari’s India visit overshadows joint session

ISLAMABAD -The joint sitting of the Parliament that was supposed to debate on the new rules of engagements with US on Thursday witnessed serious concern from Opposition benches over President Asif Ali Zardari’s visit to India and bounty on Hafiz Saeed by US as they demanded assurance from Treasury Benches that Ajmer Sharif visit of President has nothing to do with peace talks. The House also saw token walk-out of legislators from MQM against increase in fuel prices saying that this onus of this anti-people act lies on all the coalition partners but government never consulted it on this issue.The matters of President Asif Ali Zardari’s visit to India and bounty on Hafiz Saeed were initiated by Leader of the Opposition in NA Chaudhry Nisar Ali Khan that was supported by Jamiat Ulema-Islam (JUI-F) chief Maulana Fazlur Rahman, whereas the Treasury pleaded that Zardari’s visit to India should be seen in the right context as it is only a personal visit.  Speaking on point of order, Nisar strongly urged that people of the country and Parliament should be taken into confidence as what is the basic agenda of the upcoming visit of President Zardari to India. He demanded assurance from the government that the visit has nothing to do with the peace talks.‘If it is private money than assurance should be given that public money would not be used for visit as expenditure would be spent from own pocket’, he added. He said that PML-N is in the favour of good relations with India, however, it should be two-way traffic.  He said that Pakistani Prime Minister and President visit India but Indians are even not sending their cricket and hockey teams to Pakistan.  He said that self respect should not be compromised at any cost. ‘Zardari Sahab is not an ordinary person as he is the Head of State so the purpose of the visit should be shared with Parliament. The entourage of 40 members of Parliament visiting with him is beyond comprehension’, he added.Nisar further said that President should also keep Kashmir, water and Siachen issue on the priority if any talks are held with the Indian leadership during this visit.   Talking about Hafiz Saeed’s issue, he was of the view that the national security committee of the Parliament must take notice of it.‘Head money on Hafiz Saeed is not more than a joke. Why they are making joke of the country by targeting a citizen of Pakistan against which no case is registered in US’, he added.Having almost same kind of reservations on President’s visit to India, JUI-F chief Maulana Fazlur Rahman also termed the head money on Hafiz Saeed as a joke.  ‘It is unwise decision of US and if they had any complaints against him (Hafiz Saeed) it should have approached Pakistani government’, he added.Clarifying the point raised by Opposition benches, Foreign Minister Hina Rabbani Khar said that it is totally a personal visit and when Indian FM came to know about it they informed Prime Minister Manmohan Singh, who later extended invitation for lunch, which is in accordance with the eastern traditions. She further said that only one Minister and personal staff of the President is accompanying him during the visit. About bounty on Hafiz Saeed, Hina said that Foreign Office asked about evidence if US has any against Hafiz Saeed.Chairman National Security Committee of Parliament Senator Mian Raza Rabbani called US act against Hafiz Saeed ill-timed and assured the House that Committee would work in interests of the country.Sharing the break-up of the total cost of the imported oil including the taxes and margins of dealers and marketing companies, Federal Minister for Petroleum and Natural Resources Dr. Asim Hussain said that provinces should share the burden if they want to give any relief as 70 per cent of GST charged on these products is given to the provinces.He further said that that oil prices in Pakistan are lower to India, Bangladesh and Afghanistan.The House also witnessed heated debate when the Domestic Violence Prevention and Protection Bill, 2009 was presented in the House as Opposition party members expressed their serious reservations on some clauses of the Bill. Due to certain points raised from the Opposition benches, Chief whip PPP Khursheed Shah said that all the Parliamentary political parties would be taken into confidence. ‘Committee comprising different political parties member would discuss the reservation on it Friday morning. We are not against the Bill but want to pass it unanimously after removing the reservations of Opposition members’, he added.Earlier, JUI-F chief Mualana Fazlur Rahman said that it is wrong to give impression that religious parties are against this Bill.‘Our party manifesto fully supports the women rights. We want to be satisfied due to certain clauses of this Bill it should not be imposed on us forcefully’, he said.Maulana also proposed to refer the Bill to Islamic Ideological Council  Strongly criticising NGOs in the country, he said, NGOs are cause of damaging many families as they are well-aware of the characters of these organisations.Having some reservations on it, PML-N legislator Mehtab Abbasi also expressed reservations on Bill, suggesting to review certain clauses of the Bill.‘It should not be emotionally as a Committee be formed to discuss the reservation on it’, he added.Adding his share, another PML-N legislator Khawaja Saad Rafique said the matter should not be further delayed as date should be decided to discuss the reservations on it.While, MQM senior member Haider Abbas Rizvi said that the Bill has been already been unanimously passed so there is no need to defer it again. ‘It has been deferring for last seven years. Through fine tuning reservations can be removed If some one has on it’, he said and demanded to pass the bill on domestic violence.In response to the concerns raised by Opposition benches, Senator Mian Raza Rabbani said that the Bill could not be referred to Islamic Ideological Council (IIC) as per procedure. The House also passed a bill to establish NFC Institute of Engineering and Technology Multan bill, 2009.
