LAHORE - Pleading the case for creation of a new province in Punjab, former federal law minister Senator Babar Awan on Sunday warned of serious consequences if the Parliament is not allowed to play its Constitutional role in this regard. 'It is a Constitutional matter and should be dealt with according to the Constitution, he said while addressing a news conference at the residence of party leader, Azizur Rehman Chan. He was accompanied by Opposition Leader in Punjab Assembly, Raja Riaz and other PPP leaders including Mushtaq Awan and Zikria Butt. The PPP Senator suspected that PML-N was trying to block a resolution submitted in Punjab Assembly on new province on technical grounds. He also talked of what he called 'London Plan, according to which, he added, a conspiracy was being hatched to suppress the voice of people living in Seraiki belt. He said that when a resolution on Seraiki province was submitted in Punjab Assembly, 'some people went to London, while others opted for Murree. He warned that if the PML-N tried to evade the issue on technical grounds, it will not be without its serious consequences. He said time to ignore popular demands of the public was over now. Babar said that demand for a new province in Punjab was the result of bad governance and concentration of all resources at one place. He said that the resolution submitted in Punjab Assembly on the subject should be allowed to be taken up by the Assembly to enable the members to hold debate on the issue which should also be debated in the Parliament to evolve consensus. He said any obstacle in this regard could be removed through dialogue and reconciliation. He said the whole process [of creating new provinces] should be made Constitutional and resolved at Constitutional forums. Babar Awan said new administrative units were also set up in the neighbouring countries of Iran, Afghanistan and India and there was room was new provinces in the present Constitution of Pakistan. He said that PML-N wanted to create new provinces on ideological basis, a demand which carried no logic. 'Countries and not the provinces can be made on ideological basis, he said, adding, that making a province on ideological basis would be an attack on the very foundations of the country. Replying to a question, he said that Local Bodies Ordinance of 1979 had the provision for two different systems for cities and the rural areas, and the same had been adopted in case of Karachi and Hyderabad. He dispelled the impression that a new province is being created for MQM. Babar said that normalcy will return to Karachi within 24 hours after rapprochement between the PPP and the MQM.
