COAS formed committee to probe NLC scandal, PAC told

ISLAMABAD - Public Accounts Committee (PAC) Tuesday was informed that Chief of the Army Staff General Ashfaq Parvez Kayani had constituted a committee to probe the National Logistic Cell (NLC) scandal and it would complete its report within two months. Public Accounts Committee (PAC) meeting chaired by Chaudhry Nisar Ali reviewed the Audit Report Defence Services 2008-2009. Committee also reviewed audit reports of Communication Ministry 2005-07 and 2007-2009. Discussing the audit report, Secretary Defence Syed Athar Ali told the committee that Chief of the Army Staff General Ashfaq Parvez Kayani had made a committee to probe the NLC scandal. While PAC Chairman raised question over probe being conducted by Pakistan Army into National Logistic Cell (NLC) scam case. He said that PAC had already compiled three inquiry reports on the NLC scam. This, he said, would be fourth one to probe the matter. Nisar Ali Khan also asked NLC officials to avoid using non-custom paid vehicles for their personal engagements. He directed the Secretary Defence to recover all the remaining items within two months and report it to the committee. He also raised question regarding probing retired military officials under Army Act. While, Secretary Defence Athar Shah was of the view that as per military rules, Pak Army could probe any serving or retired military official. It was also decided in the meeting that matter of settling NLC scam would be taken up in an in-camera meeting of the PAC. The inquiry reports pending before the PAC, has established the involvement of two retired Lieutenant Generals, one Major General and two civilians in causing a colossal loss to the institution since 2003 by openly defying the orders of then prime minister Shaukat Aziz. These inquiries have held two Lieutenant Generals, Afzal Muzaffar, Khalid Munir Khan, DG NLC Maj-Gen Khalid Tahir Akthar, DFA Najeebullah and Chief Finance Officer Saee-ur-Rehman responsible for the loss caused by careless investment into stock market. While reviewing the audit report of Communication Ministry, Public Accounts Committee (PAC) summoned former Chairman NHA Farrukh Javed and design incharge of damaged Karachi Shershah Bridge for the next meeting. The bridge had collapsed after five months of its construction. Chaudhary Nisar Ali also expressed displeasure over not blacklisting consultant of Shersha Bridge. The committee was reviewing the audit reports of Communication Ministry 2005-07 and 2007-2009. The committee summoned both of them in the next meeting. Giving the briefing on the issue, NHA Chairman Chaudhary Altaf informed the committee that there was problem in Karachi Northern by-pass (Shersha Bridge) but it was cleared by the then Chief Executive of country Pervez Musharrf. In his clarification, Ch Altaf remarked that the Government had not undergone any loss in the northern by-pass as no payment was paid to the contractor. He was of the view that due to problem in alignment it collapsed after only five months. PAC chairman said that the sad incident had claimed lives of five persons and the Government suffered a loss of Rs 294 million because of ill planning on the part of NHA. Chaudhary Nisar also asked the concerned authorities to take action against the consultant and project director involved in the case. Showing deep concern over irregular payment, he also directed Altaf Chaudhary to recover the money and inform the committee in 30 days. Giving his viewpoint, Secretary Communication Sharif Ahmed told the committee that Communication Ministry had not organised any enquiry regarding the incident of Shersha Bridge. Audit official said that NHA contractor had so far failed to recover Rs 290 million from the responsible contractor.
