A period of four years has passed but the building of Government Girls Degree College of Rahim Yar Khan is still under construction, thereby creating hardships for the female students of north western parts of the city, it is learnt.
The old girls college was established near Town Hall in centre of the city in 1960’s and it was shifted to the large building of Government Comprehensive High School in Jinnah Park in 1990’s as a Postgraduate College.
The Government Postgraduate College for Women was located in a congested area of South Eastern part of the city. 
After 2008, some politicians decided to convert the Government Tameer-e-Millat Girls High School into a degree college for women to facilitate the people residing in the North Western areas like Basti Ammant Ali, Islampura, People’s Colony, Nooraywali, Islamia Colony, Hussainabad, Gulshan Usman, Mud Darbari, Thali Muhatman, Abbasia Town and Chack 72-P.
However, due to a rift in the PML-N local leaders, the decision was changed and it was decided that the Government Girls Degree College will be constructed at the state land of Sukkur bus stand. Deputy Director Education Colleges Sadia Rasheed told The Nation that in 2009, the Bahawalpur commissioner approved the degree college on the directive of chief minister Punjab under the Punjab Southern Development Programme. Later, the commissioner wrote to secretary higher education for the release of funds and Rs76 million were released during the fiscal year of 2009-10. In 2009, the education and building department informed the Tehsil Municipal Administration that a girls’ degree college was being constructed on the 48 canals of Sukkur Adda state land so the bus stand be relocated and shops on the location be demolished. The construction of the building started in 2010.
In 2011, the TMA told the building department that the bus stand and shops would be shifted to another place but did not fulfill the pledge. Thus, the remaining funds of Rs32 million for the fiscal year of 2011-12 were lapsed. Then the education and building department wrote to secretary higher education for the reallocation of funds worth Rs32.322 million for the construction of boundary wall and incomplete building.
TMA handed over the land of bus stand to education department in December 2012 officially but the bus stand still exists there.
According to the department, 61 percent construction work has been completed but due to non availability of funds the remaining work is not completed. The deputy director said that Bahawalpur Director Education Altaf Hussain has requested the education minister but to no avail.
