ISLAMABAD - The Balochistan government on Tuesday through a report submitted before the Supreme Court has requested the Prime Minister to implement all the commitments, made while announcing Aghaz-e-Haqooq-e-Balochistan Package, in letter and spirit. The reports mentions, that in Balochistan there is no industrial base for providing job opportunities to the people therefore they could not be accommodated in limited sectors in livestock breeding, small scale agriculture and government services. There is virtually no opening for the people to earn a livelihood. The ongoing projects of Kachhi Canal, Gwadar Port, Gwadar Rato Dero Motorway, Storage and Delay Action Dams announced by federal government need to be expedited as these could generate a lot of economic activity. Effective measures have taken to safeguard the right of the local people of Balochistan while implementing these mega projects, it stated. The entire Balochistan is being fed by a single power supply line from main grid. The transmission line from Dadu to Khuzdar and Dera Ghazi Khan to Loralai should be completed soon so that a loop system is effectively maintained and in case of breakdown at one line, the power supply is not disrupted, it added. The subsidised flat rate system of electricity for agriculture tube-wells be restored otherwise 16,600 tube-wells will not remain functional. which is going to create a huge gap in economic sector. All the federal provincial agencies should restrict their actions within the framework of law and rule and if a person is arrested on whatever charges should be kept in a building declared police station presented before a magistrate within 24 hours and interrogated by a person be declared as a police officer. Any other agency requiring interrogation of a person should do that in the presence of a police officer. The anti-smuggling duties of the Frontier Constabulary and the Pakistan Coast Guard should be confined to the unfrequented routes along the boarder and the coast, while the main highways should remain open. Checking of illegal activities on the main highways should be done by the authorised agencies. The civil armed forces should assist the authorised agencies, whenever there is need/demand by such agencies. The Balochistan government is working on holding of an all parties conference and an inter-tribal jirga to identify the genuine grievances of the people and suggest remedies in this regard.
