ISLAMABAD - It is likely that Upper House of the Parliament will hold its fresh session on 14th of July on the special requisition submitted in the Senate Secretariat by opposition parties including Pakistan Muslim League (Nawaz) and Muttahi-da Qaumi Movement (MQM). The govt this time will have to face a tough resistance from the relatively bigger opposition in the Senate after the MQMs decision to sit on opposition benches. According to a proposal floated by the Senate Secretarial, the session will continue only for two days, till July 15, and ultimately will be prorogued by the Chairman Senate on Friday. However, an official of Senate Secretariat, aware of these developments, said that July 14 was not the final date and only a proposed one, and Chairman Senate would finalise the final date in the next week. Earlier, the House Business Advisory Committee of the Senate represented by all the parliamentary parties had decided that the house would not meet during the months of July and August and Senate session will be summoned in September. PML-N Senator Ishaq Dar, the leader of seven parliamentary groups from opposition in the Senate, and Tahir Hussain Mashhadi of MQM on Friday jointly submitted a requisition in its Secretariat signed by 33 legislators to summon the fresh session of the house on a three-point agenda. The opposition had moved to requisition the session for discussions upon the recent violence in Karachi as well as over all deteriorating law and order situation. in the country, non-implementation of the superior judiciarys orders by the executive and rigging as well as misuse of government resources in the recent general elections of Azad Jammu & Kashmir (AJK). Opposition members in the Senate are of the view that Chairman Senate will have to give a ruling on the controversial issue of appointment of JUI-Fs Maulana Abdul Ghafoor Haideri as Leader of the Opposition before House will hold its fresh session. Chairman Senate in the last session of the house had informed the parliamentarians that he would give his ruling within a week after the house will conclude the constitutional debate on the issue that ended on 24 of last month. However, Chairman Senate avoided to give the ruling earlier one pretext or the other, earlier due to his foreign visit and later because he was Acting President. The numerical strength of opposition parliamentary groups led by PML-N senior leader Ishaq Dar will become 33 if MQM will support the candidature of Ishaq Dar as leader of the opposition. JUI-F claims that he enjoyed the support of 19 legislators from opposition including five from Federally Administered Tribal Areas (FATA). However, opposition parties including PML-N and Jamaat-e-Islami (JI) are of the view that Chairman Senate will have to give its ruling keeping in view the previous electorate college on the basis of which Maulana Abdul Ghafoor Haideri was appointed Leader of the Opposition. They are of the opinion that MQMs strength should not affect the appointment issue as it joined the opposition benches after the appointment of Maulana Abdul Ghafoor Haideri. The debate in the up-coming Senate session on the non-implementation of Supreme Courts orders by executive will ultimately lead to the suspension issue of former Additional Director General FIA Zafar Ahmed Qureshi. And the Senate Secretariat sources claimed that government would take a plea that the matter being sub-judice could not be discussed in the house. Similarly, the government in the house will take the stance that the issue of misuse of government resources and rigging in the general elections of AJK could not be discussed in the Senate as AJK elections did not come under their administrative control. However, opposition will take a different stance on both the issues and would hold a burning debate on all these.
