ISLAMABAD The employees and the teaching faculty of Allama Iqbal Open University (AIOU) have been facing the wrath of vice chancellor for having difference of opinion over policy issues and voicing their concerns that ultimately deteriorating the standards of the institution. There has been massive transfers and postings of the employees and the teaching faculty to remote areas across the country or to other departments that has created unrest among the employees and deteriorating the standards of the departments. The members of the teaching faculty have been transferred to administrative side that has affected the academic process according to gathered information. The Head Department of MBA Hasan Raza has been demoted as an OSD and since then the admissions in the department for the said subject could not be held. The Vice Chancellor Prof. Dr. Nazir Ahmed Sangi transferred senior employees of treasurery department to other cities of Punjab and Sindh and now there is no one to run the department departments, informed a senior official requesting not to be named. It has been learnt that the Registrar of the university Ilyas Ahmad has also been made OSD as he refused to write a note to the Chancellor, President of Pakistan, against one of the members of the Executive Council, the highest decision making body of the university. The Vice Chancellor was annoyed by the Executive Council members interference in the affairs of the university as the member had pointed out various irregularities in the administrative affairs. The Controller Examination has been posted as Registrar. The examination has started from November 14 and the new controller has no experience to run the affairs. The employees are afraid and prefer to remain silent fearing inquiries and transfers in remote areas and do not complain. Many have moved the courts and quite a number of cases have been heard in the court regarding transfers and demotions of employees in remote areas, which they claim are not allowed under the rules of the university. In an elected government that takes credit for restoring trade union activities and political rights of the people, the employees have been targeted by the university administration. Lower grade employees have been the worst affected as they faced inquiries and were transferred to far-flung stations regretted another employee. An employee who gets Rs. 15000 salary and served here in the Capital for years. His children study here. If suddenly asked to go Quetta or any other remote city of Sindh, he will definitely land in trouble. In remote areas accommodation facility is not provided and employees dont get allowances as well. So its a troublesome situation especially for lower grade employees to manage in such paltry amount in emote areas, he added. Almost all the associations of the university employees including Employees Welfare Association, Officers Welfare Association and Academic Staff Association have become non-functional and not playing their due role in solving the problems of the employees. The representatives of officers association and academic staff associations have become more pro administration and the associations have not been functioning as they were functioning before. The association of lower grade employees has also become inactive, as the office bearers of the association could not be elected due to the delayed elections. The tenure of the office bearers of the employees association ended in March this year and the employees have asked the vice chancellor time and again to conduct elections for the various positions of the association but he deliberately has delayed the activity to make it non-functional. The defunct situation of almost all the associations and statuary bodies of the university has piled up the issues and created unrest and fearful atmosphere among the university employees. Director PR Department Qasim Haider when contacted said its a routine matter to transfer employees to other offices as the university has offices and campuses across the country and there is no illegality in it as under the rules the vice chancellor can transfer the employees. The former Registrar Ilyas Ahmad and representatives of the associations refused to comment on the issue.
